“This is a tragic incident and we will support everyone involved, including family, friends and witnesses.”
Acting Inspector Morgan said the witnesses rushed into the water to pull at least one of the other three youths out of the water.
“ At this point, we do not know if it was a breakout that pulled them out or if they were hit by a wave, ” he said.
“We think he was an inexperienced swimmer and obviously that makes it difficult to keep his head above the water.”
Devastated family members were seen climbing the beach with torches overnight as they desperately tried to find the boy.
Police believe her mother is currently in Ethiopia.
