To update: Oh, apparently the original translation of the survey was wrong. Actually, it was only Cloud who won the vote, and by some distance. Source @aitaikimochi has updated their findings along with the number of votes each character received.
The top three – Cloud, Tifa, and Aerith – were actually way ahead of the competition. There is almost a 1000 vote gap between Aerith in third place and Jessie in fourth.

As reported by @aitaikimochi on Twitter, Cloud and Tifa really tied for first place, as the couple received the same number of votes.
Aerith followed in just second, while Jessie, barely a character in the original Final Fantasy VII, finished third. You can find the top ten complete (or technically nine) below:
