In this context, on September 22, the Ministry of Education, the National Development and Reform Commission and the Ministry of Finance issued “Opinions on Accelerating the Reform and Development of Postgraduate Education in the New Era.”
It is reported that in the past 70 years, China has cultivated more than 10 million doctorates and master’s degrees. This year, the number of graduate students will reach 3 million, making China a major country in postgraduate education in the world. Graduate education in China is undergoing a transition from large to strong. International competition between major countries has become increasingly fierce. The strategic and importance of graduate education has become more prominent.
The Ministry of Education noted that, at present, there are still some outstanding problems in postgraduate education in China that need to be resolved urgently.
First, the understanding of graduate education law is not in place, and some schools are still seeking scale expansion unilaterally, and high-quality and personalized training is insufficient;
The second is that the adjustment of disciplines and careers has just begun, and support for the training of the talent shortage and technological advances is not strong enough, and the degree authorization reform must be continuously deepened;
Third, the scale of tutors continues to expand and the general quality is guaranteed, however, some tutors have not consolidated their responsibilities and have insufficient guidance capacity, the construction of ethics and the teaching style still needs to be strengthened;
Fourth, the postgraduate training mechanism is not perfect, the construction of the classification training system needs to be continuously deepened, the differentiated and multi-channel entry mechanism is not yet complete, and the protection of key disciplines and core disciplines is not yet instead;
Fifth, laws and regulations lag behind the development of practice, which has an impact on hierarchical management and classified evaluation. The internal quality control of some units is not in place and there is still a certain degree of “water injection” phenomenon.
New problems, new challenges and new tasks are proposed. In July this year, Secretary General Xi Jinping gave important instructions for postgraduate education, and Prime Minister Li Keqiang gave important instructions. On July 29, the first national conference on graduate education since the founding of New China was held. Deputy Prime Minister Sun Chunlan attended the conference to convey instructions and deliver important speeches.
The Ministry of Education, the National Development and Reform Commission and the Ministry of Finance improved the “Opinions” based on preliminary research and officially published them today (September 22). The “Opinions” outline six key reforms. At the same time, the Ministry of Education has formulated the “Ten Special Actions” for key advancement, which include reform actions for the construction of disciplines and specialties, actions for high-quality interdisciplinary development, and actions for productive and educational integration. .
The opinion emphasized that dissertation forgery will be listed on the national credit information exchange platform as credit records. Expand the proportion of random inspections of dissertations and improve the scientific and refined level of random inspections. In the case of subjects or categories of professional degrees whose quality cannot be guaranteed, the authorization of the degree will be revoked. For training units with serious problems, requests for authorization of new qualifications will be restricted depending on the situation.
