According to the platform, at 10:08 a.m. on the 18th, there were 1,060 hazardous chemical transport vehicles entering the park that day. Upon entering the platform along with the vehicle’s trajectory, there is also a Hazardous Chemicals Road Transport Form, which lists detailed information such as the carrier, shipper, consignee, and time of entry and exit. According to Wu Wanggen, head of the Binkai District Chemical Industry Management Office, in the past, it was difficult for regulatory authorities to know in real time what raw materials were being transported when a hazardous chemicals transport truck entered a certain company in the park. With the empowerment of information technology, the supervision department can monitor the transportation of goods and the movement trajectory of vehicles entering and leaving the park in real time, and then perform data analysis and timely disposal in function of this, and the efficiency of supervision is greatly improved. “For example, when transporting hazardous chemicals with a high risk factor, we will strengthen oversight when vehicles enter the park to eliminate hidden hazards early.”
Tighten the safety “valves” produced by chemical companies, and the integrated environmental and safety monitoring and early warning platform developed by the Binkai district will be fully operational this year. The platform integrates multi-dimensional management attributes such as environmental management, safety management, risk management and hazardous chemicals management, analyzes online data from front-end monitoring networks in a timely and establishes a problem alert and emergency response mechanism to change the focus of park safety management from Post-event treatment moves from accident prevention and management to risk and crisis management to improve intrinsic safety of the park.
To prevent sewage from flowing into the Yangtze River, the park has established automatic monitoring stations at 7 drainage pumping stations along the river, and the data collection is automatically transmitted to the integrated platform to monitor the drainage of more than 40 companies in the park for 24 hours. Once the water quality test does not meet the standards, the drainage system will not be able to start. At the same time, the District Green Environment Office also commissioned a third party organization to collect weekly samples. Once the quality of the river water entering the sewer of the pumping station is verified to be not up to the standard, the environmental protection treatment will be carried out immediately and the discharge will be carried out only after the treatment is qualified. If the situation is serious, the river water will be pumped directly to the wastewater treatment plant.
At present, the riverbank drainage pumping station of Longjiang North Station has been surrounded by large green areas. The newly commissioned automatic water quality monitoring station has added a lot of scientific and technological sense to the pump station. It is understood that the green space around Longjiang North Station was previously two chemical companies that were closed and relocated. After the complete dismantling of the plant, Binjiang Chemical Park has carried out ecological restoration and plans to turn this area into a riverside ecological education base and a leisure attraction along the river, making the concept of protection Yangtze River is more ingrained in the people.
