Xinhua News Agency reporters Yan Zhihong and Zhang Huaying
“I have it! I have it! Look, the heron caught the fish! ” One day in mid-September, a photographer with a “long gun and short barrel” by Yundang Lake captured the scene where the egret was looking for food. The companions immediately surrounded them.
Yundang Lake is located to the west of Xiamen Island. It faces the prosperous urban area on three sides and the sea on the other. The water area is 1.6 square kilometers, the green area around the lake is 1.2 square kilometers, and the drainage area is 37 square kilometers. It’s hard to imagine people coming to rest by the lake now, but today’s scene of “people walking by the lake and herons standing in the water” is not easy to find.
The time goes back over 30 years. At that time, Xiamen had become a special economic zone and economic development became Xiamen’s top priority at that time. Invite investment, attract investment, build factories … The whole city is in a booming construction environment.
Because it is located in the central area of the city, with flat terrain and convenient transportation, there are dozens of factories around Yundang Lake, and many of them are chemical factories with serious pollution. While bringing economic benefits to their jurisdictions, these factories discharge pollutants into Yundang Lake, causing the originally clean lake water to become cloudy and even extinction of fish and shrimp in the worst case.
“The reason Xiamen is called Ludao is because there are egrets that inhabit the Yundang Lake Basin. However, in the mid-1980s, the water quality of Yundang Lake deteriorated rapidly, fish and shrimp disappeared. , and the egrets without food sources also moved out of Yundang Lake. The place has disappeared. ” Speaking of the shocking past scene of “birds flying over the lake’s surface”, Fu Xunyi, a senior engineer from the Xiamen Yundang Lake Protection Center, had regrets in his eyes.
The green water and green mountains are gone, what good is it even if Jinshan Yinshan is brought? In the late 1980s, the Xiamen municipal government decided to close and relocate highly polluting businesses around Yundang Lake. In order to mobilize companies to close and relocate, Xiamen municipal government leaders at the time were in charge of office work on site to help companies solve the relocation problem. At the same time, Xiamen allocated 10 million yuan a year from municipal finances, which were not in surplus at the time, for the comprehensive treatment of Lake Yundang.
The source of contamination is solved, the next thing to do is dredge the bank and energize the body of water. In the dredging process, it is necessary to quickly clean the silt at the bottom of the lake, which requires the construction machinery to work for 24 hours. “It’s too loud, how can people rest with such a loud noise?” “Tolerance, if Yundang Lake is not managed, we, the people in the lake, will really die of smoke from the smell.” The residents along the lake gradually understood. The original intention of the governance project has changed the vision on governance.
After the dredging was completed, the municipal department built a large flood drainage pumping station to improve the waterlogging prevention and control capacity of the Yundang Lake basin. Through the construction of the West Bank Gate and the “West to East Water Diversion” system, the sea tide was introduced into the lake, the hydraulic power of the lake area was strengthened, and the water quality was significantly improved in Yundang Lake.
Finally, the construction of parks and green spaces along the lake, on the one hand “building nests and attracting herons”, on the other hand, “improving human settlements” -the gardening department planted 7 varieties of mangroves of about 26,000 meters squares for green landscaping and flood prevention Embankment is organically unified; the “Xiamen City Meeting Hall” of “Four Lakes and Six Gardens” is formed by opening the 14-kilometer path around the lake on both sides of the shore; on the island of the lake, the Egret Nature Reserve was born.
The governance effect is remarkable. Monitoring by Xiamen Municipal Environmental Protection Department showed that in 2019, inorganic nitrogen and active phosphate of Yundang Lake area decreased by 49.3% and 39.6%, respectively, compared to the same period in 2015. Data from an external research agency also shows that there are 69 swimming organisms, 48 species of phytoplankton in 5 phyla, and 41 species of benthic algae in the Yundang Lake area. It has been turned into an urban wetland park and egret reserve in central Xiamen.
The reporter learned that to protect the Yundang Lake management results, Xiamen is still working hard on its institutional mechanisms. On May 1, 2020, the recently revised “Yundang Lake Protection Measures in Xiamen Special Economic Zone” were officially implemented, providing political guarantees to strengthen the construction and management of the lake.
Today, Yundang Lake has regained its former vitality and the golden sign of “City Meeting Room” has become more and more vivid.
