China News Service, December 22. Dong Zhiyi, deputy director of the Civil Aviation Administration of China, said on December 22 that the overall level of civil aviation safety in China has continuously improved and accident indicators are better than the world average.
The State Council Information Office published a white paper on “China’s Sustainable Transportation Development” on December 22 and held a press conference to present and interpret the relevant situation. At the meeting, a reporter asked, what work has the transportation department done to ensure the safety of civil aviation and what are the key measures to ensure the next step?
In this regard, Dong Zhiyi said that at present, the security situation of the civil aviation industry remains stable and is improving. Especially since the beginning of this year, the entire industry has been conscientiously conducting security and epidemic prevention and control work, actively preventing major security risks during the epidemic, ensuring the stable and controllable security operation of the industry, and providing a strong support for the successful conclusion of the “13th Five Year Plan”.
Dong Zhiyi pointed out that during the period of the “Thirteenth Five-Year Plan”, while the scale of the industry maintained rapid growth, civil aviation achieved the “10th anniversary” of safe transport aviation. By the end of November 2020, the industry-wide transport aviation industry has achieved “120 + 3” consecutive safe flights. The 10,000 hour rate of serious signs of aviation responsibility in transportation was 0.0066, which was 15.1% lower than that of the “Twelfth Five-Year Plan” period (2011-2015). In 2020, we will have two other important safety indicators reduced to “zero”. One is the 10-year rolling value of the death toll per hundred million passenger-kilometers from 0.0091 in 2010 to zero; the second is the ten-year rate of serious accidents per million hours. The annual moving value has decreased from 0.097 in 2010 to 0. In addition, China Civil Aviation has ensured the security of air defense for 18 consecutive years. “In general, the overall level of civil aviation safety in China continues to improve and accident indicators are better than the world average.”
Dong Zhiyi said that during the period of the “XIV Five-Year Plan”, the following seven aspects will be promoted around the objective of civil aviation security:
The first is to focus on intelligent security construction, penetrate intelligent security construction throughout the entire process and various fields of industry security governance, and enhance the level of digitization and intelligence.
The second is to strengthen scientific and technological innovation and technological advancements, vigorously improve independent innovation capabilities in the field of security, and strengthen the security of key links, fields and products in the development of industry security.
The third is to strictly implement the safety production responsibilities, continue the deep development of the construction of the work style focused on “respect for life, respect for the rules and respect for duties”, and continuously improve the long-term mechanism of “getting the groundwork, laying the groundwork, and practicing basic skills.”
The fourth is to strengthen risk prevention and control, promote the implementation of the safety management system, strengthen the rectification of hidden dangers, improve emergency response capacities and effectively stop the occurrence of major accidents.
Fifth, continue to improve the security rule of law system, improve regulations and industry standards, deepen the reform of the security oversight model, and comprehensively promote legal governance.
The sixth is to increase the intensity of the construction of the safety culture and create a good environment for the realization of humanistic connotative management.
Seventh, actively participate in the governance of international civil aviation, actively promote the internationalization of China’s civil aviation security standards, and expand international exchanges and cooperation in the field of security.
