On April 22, 2020, Ambassador Chen Guoyou in Ecuador published a signed article “Join and collaborate, gathering strong synergy to combat the epidemic” in the Ecuadorian media “Cosmos” on international cooperation in prevention and control of the new epidemic of coronary pneumonia.

Currently, the epidemic of new coronary pneumonia is spreading globally, posing a major challenge to global public health security. In the face of a sudden and unprecedented epidemic, China has taken the most comprehensive, strict and comprehensive prevention and control measures in an open, transparent and highly responsible manner. On the 17th of this month, Wuhan City reported the revised number of confirmed cases and deaths from new coronary pneumonia. This is the result of detailed one-by-one investigation and verification by the epidemic-related big data and epidemiological investigation team established by the city under basic epidemic control in accordance with Chinese law. It is also an international practice to review data on epidemic infectious diseases. Timely correction of the number of confirmed cases and deaths of newly diagnosed pneumonitis cases in Wuhan not only helps safeguard people’s rights, scientific decision-making for the prevention and control of epidemics, but also responds to concerns social and respect every life. The data released by Wuhan shows once again the open and transparent attitude of the Chinese government to seek the truth from the facts.
Since the outbreak of the epidemic, China has always attached importance and actively pursued international cooperation. We report the epidemic information to the World Health Organization as soon as possible, and we quickly detect and share the sequence of the viral gene, creating the conditions for countries to detect the virus as soon as possible and stop the epidemic. We unreservedly share the experience of prevention and control diagnosis and treatment with various countries, and opened a new online knowledge center for the prevention and control of coronary heart disease in all countries. As of April 12, we have conducted 83 video conferences of health experts with 153 countries and have sent 14 groups of medical experts to 12 countries. We have provided or are providing many urgently needed medical supplies to more than 140 countries and international organizations. More than 60 countries, regions and international organizations have signed commercial purchasing agreements with Chinese exporters for anti-epidemic materials. “China Aid” and “Made in China” are injecting endless momentum into preventing and controlling the global epidemic.
Here I want to point out in particular that Taiwan is an inseparable part of China, not the so-called “state” that some people mistakenly believe. No one cares more about the health and well-being of Taiwan compatriots than the Chinese central government. After the outbreak, the National Health Commission immediately notified the Taiwan area of the outbreak information and invited experts from the Taiwan area to Wuhan for field visits. The WHO is a specialized UN agency composed of sovereign states, however, according to the agreements reached between China and the WHO, it does not matter if it is an island or an international public health incident, the Taiwan region can respond in a timely and effective manner.
China is ready to work in solidarity with all the countries of the world, including Ecuador, to overcome difficulties and write a new chapter in building a community with a shared future for humanity.
