At the end of May 2020, the Ninghe branch of the Public Security Bureau received an alarm stating that the website server of a certain company in its jurisdiction had hijacked traffic and returned tampered data, resulting in severe economic losses . The Ninghe Public Security Bureau quickly coordinated with the relevant departments of the Municipal Public Security Bureau to mobilize the elite police to establish a special case team to carry out the case investigation work.

After nearly two months of a meticulous investigation, the task force locked up a gang suspected of sabotaging computer information systems with Zhang XX and Liu XX as the backbone. Following the investigation, the group has been involved in illegal business since 2018 and illegally made tens of millions of dollars in profits. In July 2020, the task force deployed more than 100 police officers and rushed to travel to Shanghai, Jiangsu, Shandong and other provinces and cities to carry out centralized and unified arrests. With the help of the local police, 18 suspects led by Zhang XX were successfully detained in one go. From August to September 2020, the task force revisited more than 20 provinces and cities, including Hebei and Shandong, to successfully arrest 21 suspects in the same case.
