According to the notice, key areas of plastic bans and restrictions include shopping malls, supermarkets, bazaars, restaurants, accommodation, exhibitions, e-commerce, etc. The notice clarified the specific requirements for plastic bans and restrictions on different plastic products in terms of implementation areas and time nodes.

For example, the notice requires that the sale of ultra-thin plastic shopping bags with a thickness less than 0.025mm be prohibited. By the end of 2020, the sale of disposable foamed plastic tableware and disposable plastic cotton swabs will be banned. By the end of 2022, the sale of daily chemicals containing plastic microbeads will be banned. By the end of 2020, the use of non-degradable plastic bags will be banned in shopping malls, supermarkets, pharmacies, bookstores and other places in the urbanized area of ​​Changsha, as well as catering and takeout services and various exhibition activities, and the use of non-degradable plastic bags will be regulated and restricted in the fair market.

For disposable plastic tableware, the notice requires that by the end of 2020, the catering industry in the province prohibits the use of non-degradable disposable plastic straws. Non-degradable disposable plastic tableware is prohibited for catering services in urbanized areas of cities above the prefecture level. By the end of 2022, the use of non-degradable disposable tableware is prohibited for catering services in built-up areas of the county. By the end of 2025, the intensity of consumption of non-degradable disposable plastic tableware in food and beverage delivery areas of cities above the prefecture level will be reduced by 30%.

The notice proposes to promote the application of alternative products. In shopping malls, supermarkets, bazaars, catering, accommodation, exhibitions, e-commerce and other fields, promote the use of environmentally friendly biodegradable cloth bags, paper bags and other non-plastic products and shopping bags, and encourage the installation of self-service devices and smart placement. Promote the use of degradable packaging films (bags) for fresh produce. Establish a centralized system for the purchase and sale of shopping bags in the bazaar. Promote the use of alternative products such as bio-based products and biodegradable plastic bags that meet performance and food safety requirements in the field of food delivery.

The notice also requires that the establishment of retail establishments, e-commerce platform companies and take-out businesses must report the use and recycling of disposable plastic products to the local department of commerce at the county level in a timely manner through the system of reports of recycling and use of disposable plastic products.
