According to a report by Radio Hong Kong, Judge Wang Shili stated that the sentence considers factors such as the scale of the case, the number of people, time and location, traffic congestion and potential risks. He described Huang Zhifeng’s uninterrupted series of organizing activities outside the police headquarters that day, reflecting that Huang Zhifeng was the organizer of the assembly. It was also well accepted by the assembly and deliberately organized.
As for Zhou Ting, the judge believed that she was an active participant that day, holding a loudspeaker for Huang Zhifeng, chanting slogans and standing next to the assembly, highlighting her commitment and participation.
The judge stated that in order to protect the public interest and the safety of life and property of citizens, the sentence must be dissuasive and immediate imprisonment is the only option. He also believed that the three defendants were similarly guilty and committed the crimes together and worked in a division of labor. The behavior of the first defendant was obviously more active.
According to previous reports, the three were suspected of besieging the police headquarters on June 21, 2019 and were charged with three counts of “inciting others to participate in an unauthorized gathering”, “organizing an unauthorized gathering” and “knowingly participating in an unauthorized gathering.” The prosecution noted that on the day of the case, Huang Zhifeng played a leading role outside of the chief of police, giving main instructions and slogans.
