Declaration of the Council of Heads of State of the Shanghai Cooperation Organization on Ensuring Cooperation in the Field of International Information Security
The member states of the Shanghai Cooperation Organization pointed out that the development and use of information and communication technology in the construction of the global information space has achieved unprecedented results and has had an increasing impact on human policy, the economy, social culture, daily life and national and international security and stability.
Member States have expressed serious concerns about the use of information and communication technology to carry out activities contrary to the maintenance of international and regional peace, security and stability. Support the improvement of relevant mechanisms and measures to prevent conflicts and confidence deficits between nations due to the inappropriate use of information and communication technologies, and reiterate that the United Nations has a key role in responding to international threats to information security.
Member states call on the international community to work closely in the information field to jointly build a community with a shared future in cyberspace, including the prevention of conflicts caused by the use of communication technologies. information and communication, and ensure that information and communication technologies are used for economic development and the improvement of people’s livelihoods.
The member states reiterate the unanimous position of the SCO member states on the issue of safeguarding international information security and declare that the development and use of information and communication technologies, as well as international and regional cooperation in in this field, they must be based on recognized principles of international law including the Charter of the United Nations. Especially national sovereignty, political independence, territorial integrity, sovereign equality, the peaceful settlement of disputes, non-interference in the internal affairs of other countries, and respect for human rights and fundamental freedoms, such as non-violation of personal life. This is of great importance for the construction of a peaceful, secure, open and stable global information space.
Considering the natural transnational nature of information and communication technology, Member States believe that it is very important to carry out international cooperation in the field of information security through the mobilization of national, bilateral and multilateral forces.
Therefore, Member States support the work of the United Nations in formulating rules, norms and principles of responsible conduct in the information space, and are ready to continue collaborating within the important negotiating mechanisms of the UN.
The member states emphasized the importance of multilateral cooperation to prevent the use of information and communication technologies for terrorism, separatism, extremism, and other criminal purposes. To this end, it calls for the formulation of general legal instruments to maintain international information security and combat information crimes under the auspices of the United Nations, such as the formulation of a comprehensive international convention against the use of information technologies and communications for criminal purposes.
Member states urge SCO member states to strengthen mutual coordination in the United Nations and other international platforms to promote the improvement of existing network management models, including safeguarding the rights of all countries to participate in the network management process on an equal footing and enhance the role of the International Telecommunication Union.
Member states emphasized that both security and development should be emphasized. Countries should work together to create an equitable, fair and non-discriminatory business environment for the use of new technologies, and formulate recognized technical standards in the field of information security within the framework of international professional institutions.
The member states expressed their willingness to further strengthen mutual cooperation and support the full implementation of the “Cooperation Agreement of the SCO Member States on International Cooperation on Information Security” signed on June 16, 2009.
