The entry inquiry system for industries involving minors is a long-term initiative launched by our city. In December 2019, the Ningbo Youth League Committee (Office of the Municipal Committee for the Protection of Minors) took the initiative, the Municipal People’s Prosecutor’s Office, the Municipal Public Security Office, the Municipal Intermediate People’s Court, the Municipal Office of Education, the Office of Civil Affairs, the Municipal Office of Justice, the Municipal Office of Human Resources and Social Security, a total of 12 units, including the Office of Culture, Broadcasting and Tourism, the Municipal Health and Construction Commission, the Administration Municipal Market Supervisory Board and the Municipal Sports Bureau jointly issued the “Ningbo City Measures for the Investigation of Criminal Records of Sexual Assaults by Workers in Close Contact with Minors.” The input consultation mechanism at the prefecture level.
In accordance with the Measures, close contact with minor industries, including primary and secondary schools, kindergartens and other educational institutions; cultural education, professional skills and other extracurricular education and training institutions; cultural and sports training institutions; institutions of assistance and protection of minors, institutions of child welfare, etc. Institutions for the placement and rescue of adults; institutions of child care services and early education for minors; various off-campus daycare centers, summer camps, and other foster care facilities; medical institutions that provide medical services to minors, etc.
After more than a year of implementation, there are currently 72 competent units and departments closely related to minors in the city. The people’s prosecutor’s office is investigating the criminal record of sexual assault of the personnel in service that it intends to hire. Among them, the Yuyao City Education Bureau inspected 9,298 items, 1,634 items from the Fenghua District Education Bureau, 436 items from Ningbo Youth Palace and 331 items from Ninghai County schools.
On May 12 this year, the Yuyao City Prosecutor’s Office accepted a request from a high school to inquire about the criminal and illegal records of 23 potential recruits, and found that Wang’s misdeeds mentioned above, Wang was denied the job. The Yuyao City Prosecutor’s Office also believes that Wang’s actions may be suspected of criminal offenses. The competent person in charge of the Ningbo Municipal Party Committee stated that the employment investigation system introduced by Ningbo in the industry involving minors will further expand the scope of information investigation through the close cooperation of various departments and make full use of the tax cooperation platform. On this basis, cases of administrative infraction have been added; On the other hand, Ningbo’s geographical area has been expanded to the whole country, effectively solving the problems of local investigations that are generally limited to local areas and narrow consultations, and preventing migrants from having illegal and criminal records. At the same time, by inquiring into the criminal records of sexual assault and illegal crimes of employees who are in close contact with minors, this working mechanism can also effectively cut the way for some potential offenders to have close or individual contact with minors.
