In inspectors, provincial departments often report poor work in cities and counties; Comrades in cities and counties believe that resources such as planning, policies, and funds are all in the relevant provincial departments, and work in cities and counties is difficult to accomplish. Inspectors found that this type of complaint and of observing each other is quite common in Hainan province, which has made the rectification work of many inspectors difficult to carry out effectively. The inspector found that many cities and counties in Hainan province were not taking responsibility for the construction and management of domestic wastewater treatment facilities and support for pipeline networks. To speed up the project, some places must require real estate companies to build and operate domestic wastewater treatment facilities on their own. Since 2013, the province has a total of 291 real estate projects supporting domestic wastewater treatment facilities, involving 360,000 residential units.
The inspector found that the first round of rectification was not effective. Dongfang Haode Industrial Co., Ltd. was unable to correct the problem of environmentally friendly damage to the quarry. The company has been brutally exploited for a long time, and even the new production facilities have been built against the wind, causing serious ecological damage.

The management of nature reserves is still pending. The inspector noted that the Lanhai Yuntian Golf Course in Sanya City occupied the experimental area of the Ganshiling Provincial Nature Reserve, but had repeatedly passed the cleaning and remediation of the golf course. After the first round of central environmental protection inspections, some nature reserves are even building new projects against wind and regulatory violations.
The management of municipal and county-level nature reserves is very poor, and most of them are in vain: the Haikou Yongxing Bird Nature Reserve, Wenchang Celebrity Mountain Bird Nature Reserve, etc., have not implemented the required protection , and their names have survived.
