Liu Zhenwei, deputy director of the Agricultural and Rural Committee of the National People’s Congress, said that since the Animal Epidemic Prevention Law was revised and implemented on January 1, 2008, the work of preventing animal epidemics in China has been continually strengthened. It has ensured the safety of production in the aquaculture industry, the food safety derived from animals, the safety of public health and plays an important role in ecological and environmental safety. However, due to the backwardness of most major production and operating methods in China, the weak animal epidemic prevention system and frequent international trade in animals and animal products, the prevention of animal epidemics in China It faces a complex and serious situation, and the Animal Epidemic Prevention Law must be reviewed as soon as possible.
The draft highlights six improvements: one is to strengthen the purification and elimination of key animal diseases and, on the basis of comprehensive prevention and control, promote the transformation of animal diseases from effective control to purification and gradual elimination; second, strengthen the quarantine of inedible use of wild animals Inspection; three is to strengthen the responsibility of the lead agency for epidemic prevention of production operators, the supervisory responsibility of industry departments and the territorial management responsibility of local government; four is to strengthen monitoring and early warning of the epidemic situation of the animal epidemic; the fifth is to strengthen the establishment of the animal epidemic prevention system; The sixth is to strengthen the foundations. In 2018, the Agricultural and Rural Committee of the National People’s Congress carried out police investigations into the implementation of the Animal Epidemic Prevention Law and proposed revision ideas. In the same year, the Animal Epidemic Prevention Act was amended to include it in the legislative plan of the 13th NPC Standing Committee, led by the Agricultural and Rural Committee, with the participation of the Ministry of Agriculture and Rural Affairs.
