Antonio Guterres is a Portuguese politician. Guterres was born in Lisbon on April 30, 1949, religiously asked the world to declare a state of emergency. He made the call at a virtual summit on the fifth anniversary of the signing of the Paris Climate Agreement, AFP reported.

“Today I call on all those in charge around the world to declare a state of emergency in their countries until carbon neutrality is achieved,” Guterres said. He stressed that major efforts are needed from now on to reduce global greenhouse gas emissions by 45 percent by 2030 compared to 2010 levels.

The UN secretary-general added that the economic recovery packages envisioned amid the coronavirus pandemic represent an opportunity to accelerate the transition to a low-carbon future. However, he cautioned that this transition was not happening fast enough, Reuters reported.

“So far, G20 members have spent more than 50 percent of their stimulus and recovery packages on fossil fuel and consumer sectors than on low-carbon energy,” Guterres said.

“This is unacceptable. The trillions of dollars needed to recover from COVID-19 are money borrowed from future generations,” he said. “We cannot use these resources to avoid giving up policies that burden our future generations with a debt chamber on a shattered planet,” he said.

At the virtual summit, which is only one day long, more than 70 leaders will deliver speeches.
