From November 01 to 30, 2020, the traditional “Winter” action takes place in the country’s territory. The action was initiated by the Union of Bulgarian Motorists and is carried out in association with the Department of Traffic Police – GDNP and with the support of the Bulgarian Red Cross, the Executive Agency “Automobile Administration”, the Agency “Road Infrastructure “, the State Agency” Road Safety “. And other partners.
Since 2014, it has been performed in three campaigns, which this year also have the following accents:
From November 1 to 10 – Campaign “With a safe road vehicle in winter”, aimed at drivers of vehicles – bicycles, animal-drawn vehicles and more. The emphasis is on checking the lights to verify their serviceability in accordance with the regulatory requirements for vehicle registration and re-registration. It is planned, together with the local authorities, to carry out controls of the presence of license plates, as well as the operation of the reflective light signaling of vehicles with animal traction and small agricultural machinery. Inspections in this direction will continue after the action is completed.
The control in this ten-day period will focus on:
– compliance with the restrictions introduced for the circulation of bicycles, individual electric vehicles, animal-drawn vehicles and agricultural machinery on certain roads or sections of the national road network;
– prevention of traffic on the roads and streets of technically defective vehicles without the necessary equipment;
– prevention of traffic outside settlements, during the dark part of the day and in case of reduced visibility of cyclists without reflective vests;
– prevent the movement of individual electric vehicle drivers in the dark hours of the day and / or in conditions of reduced visibility without reflective elements on the visible part of clothing, allowing them to be easily visible, or without a helmet if drivers are under 18 years of age;
– avoid movement during the dark part of the day of drivers of vehicles with animal traction without reflective vests;
– prevent the driving of bicycles on motorways.
The second campaign begins on the 11th and lasts until November 20, 2020 and is titled “Pedestrians, Passengers and Drivers for Road Tolerance”. The campaign is aimed at pedestrians, passengers and the behavior of drivers towards pedestrians.
The control activity of the Traffic Police in this ten-day period will be aimed at preventing the behavior of pedestrians and passengers, as well as of drivers who do not provide an advantage to pedestrians.
– An active control will be carried out so that pedestrians comply with the rules for the safe crossing of the road.
– Emphasis will be placed on preventing pedestrian movement on roads.
Particular attention will be paid to pedestrians, who more often in populated and non-populated areas move incorrectly in the dark part of the day (at dusk or in areas with no or low light).
Attitudes will be adopted towards passengers who travel in violation of the Traffic Law and whose behavior creates preconditions for traffic accidents.
Control will also be exercised so that drivers give priority to pedestrians on sidewalks.
The World Day of Remembrance for Road Accident Victims, which is a resolution of the UN General Assembly in 2005, is also celebrated on the third Sunday of November. In 2020, World Day is November 15, 2020.
On the third ten days of November (November 21-30, 2020) the “Safe driving in winter” campaign is scheduled. It is aimed at drivers of motor vehicles, the technical condition of the vehicles and the behavior of drivers towards pedestrians.. The traffic police will control the technical condition of the cars and the behavior of the drivers.
The Traffic Police pays special attention to motor vehicle drivers, who must:
– change the tires with others suitable for winter conditions or with a tread depth not less than or equal to 4 mm;
– check the operating status of all vehicle light sources;
– move around with a working window cleaning system.
During the action, specialized police operations will be carried out in the three directions, and regardless of the announced themes of the campaigns, when violations of the Traffic Infractions Law and other regulatory acts are established during the action, the offenders will be attended to.
During the “Winter” campaign, it is planned to inspect the condition of the roads, the signaling with signs and road markings and the lighting of the sections of the road network with the greatest risk of traffic accidents. If necessary, recipes will be prepared for road owners.
Prevention brochures prepared by the SBA, GDNP and other partners will be distributed to road users during inspections.
The main recommendations of the “Traffic Police” for safe driving in winter conditions:
– use of tires intended for winter conditions or of tires with a tread depth not less than or equal to 4 mm during the period between November 15 and March 1 in accordance with the Traces Law;
– equip 3 and 4-wheelers with the mandatory first aid kit, safety triangle, fire extinguisher and reflective vest;
– vehicle equipment and other means to travel safely in winter such as: snow chains, blanket, shovel, battery charger, tow rope;
– filling with antifreeze,
– replacement of the windscreen washer fluid with an antifreeze agent,
– check the working capacity of the heating system;
– inspection of the light sources and retro-reflective signaling of the vehicle;
– add light-reflecting elements to pedestrian clothing;
– use of underpasses, overpasses and pedestrian paths to cross safely;
– The use of reflective vests by cyclists is mandatory when driving outside populated areas, during the dark part of the day and with reduced visibility;
– recommendations for individual electric vehicle drivers and other recommendations.
