“The never-ending expansion of the ‘changes to the Constitution’ issue will make the procedure virtually impossible.” This was said in an interview with BNR by Deputy Prime Minister Tomislav Donchev.
“When we talk about writing a Constitution, this is not writing a verse, an individual work, an author’s work,” he said.
“As a political framework and direction, the original text that was proposed met the expectations of the people in the squares.”,
Donchev said, recalling that if the procedure is completed, the actual texts will be made by the Grand National Assembly.
Automatic voting: there is no such thing in Europe
The great theme “beyond temporary political passions” according to Tomislav Donchev is the feeling of lack of justice and the accumulated mistrust of institutions. “The issue of changes to the Constitution should focus on the framework: more justice, better political representation and contact between citizens and institutions,” he said.
“The simple changing of the guard would not fully meet the demands of the people.
The numbers are important. “Ten times more important are the rules by which these figures are chosen,” he said.
Donchev: These are blatant speculations
“Certainly there should have been a better test prepared, since the subject is not completely new,” admitted Tomislav Donchev. “I have been listening to the revision of the Constitution since I was very young, since it was approved,” he added.
“There will be news this week. He is burdened with the need for news,” said the deputy prime minister, who is currently serving as acting prime minister due to Boyko Borissov’s absence from the country.
“If Minister Kirilov wants to leave immediately, there is no one to hold him. This is not compulsory military service.”,
Donchev said on the occasion of the resignation of the Minister of Justice. “There are still enough candidates for ministers,” he added.
Is there a way out of the political crisis in Bulgaria?
“With these texts in the Electoral Code, elections can be very difficult to organize,” added Tomislav Donchev. According to him, it is unclear what type of voting machines are targeted and whose responsibility it is to provide them.
“There is no record of who provides the machines, there is no body that has the right and the obligation to buy the machines,” Donchev explained, describing this as “the main flaw.”
“The most serious risk from the point of view of a constitutional crisis is elections for which Bulgarian citizens are not convinced of their truth”,
Tomislav Donchev said. According to him, this is the “worst case scenario”: electoral results that most citizens consider inadequate.
The Minister of Justice resigned
“Staying in an office of the Council of Ministers or in a ministry is not at all comfortable in this situation.” From the point of view of the party’s logic, the suspension of the government only brings damage, “Donchev said. When asked how much GERB is losing in the current situation, he added: “I can’t tell you numerically, but it is certainly losing.”
“The position of a large part of the GERB structures is that there is no reason to resign.”,
said the deputy prime minister.
