This is done with changes to the Land Management Law, introduced between the two readings by the GERB deputies led by Alexander Nenkov. According to the new texts, the studies must have the condition of housing and meet all the requirements for it. Now

tempting with the lowest price,
than apartments, because to be a residential property, it must meet a number of requirements, including a separate entrance, at least one room, kitchen or kitchenette, and bathroom. The property must also have a storage room, which can be outside – closet, garage or basement. The premises are allowed to be spatially connected, with the exception of toilets and bathrooms, in accordance with current law. In addition, the house does not have to be totally oriented to the north.
In practice, currently most of the properties that do not meet the housing requirements are sold as studios, since the only requirement for them is to have a bathroom. This is the reason why there are so many studios in the new construction, and until 2017 they were not required to have the opportunity to buy a garage or parking space, which is mandatory for apartments.
However, when buying a studio there are a number of features that come at the expense of the lower price. Users cannot claim a construction tax relief, as is the case for owners of a main home, as the property is kept for non-residential needs and cannot be declared basic for living. since the customers are not domestic and therefore use industrial electricity. Those who live in a studio do not have the right to register at the address, but receive an administrative one. Also, they do not have the protection against foreclosure by a bailiff, as do debtors who have only one home, which is their primary residence.
There is no legal definition of “study” in current legislation, and a year ago the municipality of Sofia requested a legal amendment to abolish the property status “study”, and some of the reasons for this were the lack of possibility of registration addresses, which creates problems enrolling children in schools and kindergartens, as well as creating problems with the lack of parking spaces.
