The income criterion for child benefits should be eliminated, this is proposed by the Ministry of Social Affairs. Currently, only families with incomes below BGN 410 receive this assistance. The amount awarded for a child up to the age of majority is currently BGN 40.
If the proposal is accepted, additional funds will be redirected to the budget to pay the amounts. The measure has already been put to discussion by the Ministry of Labor and Social Policy. The line minister, Denitsa Sacheva, said that it is planned to include the necessary funds in the budget for 2021.
“All children must be equal. The total budget would be BGN 398 million. Approximately 800,000 children receive benefits. The idea is that another 400,000 will start receiving benefits. The discussions will take place this month,” Denitsa Sacheva said.

Currently, it is the income criterion that leads to dozens of paradoxes. Valya Petrova is an example. She works for the Union of the Blind, but has not received the grant in question for her 16-year-old daughter in two years. Since the family income has not changed since then.
“My husband and I live as a family, we are not married. Before they began to respect their income, I received an allowance. Then they began to collect their income and I stopped receiving child benefits,” explains Valya Petrova.
Velyana Ivanova from Montana, who has two children and receives BGN 90 for them, believes that the amount should also be adjusted. Others think like her, who still meet the conditions for child benefits.
“A packet of diapers, which is enough for me for 2 weeks, costs BGN 25”, calculates Velyana Ivanova.
Parents’ associations say the ministry’s proposed change is a step forward, but not enough. And for their part, they offer families to stimulate with tax deductions.
“Somehow now, if you have 3 children, you can get a tax break. It should be equal to or greater than the social income, but it should be something that families have done and stayed in the family,” says Tsveta Brestnichka, Parents Association .
However, this proposal is not currently on the agenda of the Ministry of Social Affairs.
The abolition of the income criterion is already being discussed. And if it is removed, the new rules will go into effect with the new budget.
