The EU Council announced that it had adopted non-binding recommendations for pan-European rules to counter the spread of COVID-19.

When EU countries impose restrictions on freedom of movement, it is expected that they will notify citizens at least 24 hours in advance and the rest of the Community and the European institutions 48 hours in advance. It is proposed to introduce a common map of the EU produced by the European Center for Disease Prevention and Control, showing the regions in green, orange, red or gray.

According to the Council of the EU, the areas where in the last 14 days the new infected are less than 4 percent of the respondents should go green; in orange, where the values ​​are higher; red – at maximum values; gray: for which there is insufficient data and where research is scarce.

It is proposed that travel between EU countries is not restricted, and that when traveling to or from areas in orange, red or gray, investigation and quarantine should be imposed. European ministers are proposing that countries conduct post-trip surveys, allowing sampling and before the trip ends.

It is expected that a single form for travelers will be proposed shortly, indicating their route and contact details. Countries are expected to report to the EU every week on the number of new infections, tests and the proportion of positive samples.
