The National Council for Tripartite Cooperation (NCTC) held an extraordinary online meeting called by the Deputy Prime Minister for Economic and Demographic Policy and Minister of Tourism, Mariana Nikolova.
The Government and the social partners debated a draft Decree amending Decree No. 151 of 2020 (continuation of measure 60/40).
The proposed changes foresee:
– extension of the deadline for the execution of the measure from October 1 to December 31, 2020;
– application of the facilitated conditions defined for the “Hotels and restaurants” sector and in the “Other land transport of passengers, not classified elsewhere” sector – of the Classification of Economic Activities;
– specify the method for determining the means to maintain the employment of employees by calculating the average daily insurance income;
– the employer, who has received funds to maintain employment, to pay employees compensation in an amount not less than the amount of insurance income for August 2020;
– differentiation of employers on the basis of their registration before or after September 2019 in terms of calculating the reduction of sales revenue by not less than 20 percent;
– Regulation of a procedure for the collection of non-reimbursable funds by employers by the order of art. 110 of the Social Security Code.
The necessary financial resources in the amount of around BGN 750 million for the implementation of the changes will be provided by the State Social Security Unemployment Fund. The effect of the extension of the measure is expected to be reflected in the preservation of some 200 thousand jobs. The changes will take effect on October 1, 2020, and the funds to maintain employment will be paid after the respective notification by the European Commission.
The social partners unanimously support the draft decree with editorial notes and suggestions for improving the texts.
