Rumors, speculation and provocations fuel tensions on the eve of September 2, the first working day of parliament since the summer holidays. The deputies will be greeted with a planned protest from early morning until late at night, conceived as the culmination of 55-day anti-corruption protests demanding the resignation of the government and attorney general Ivan Geshev.

It is expected to be clear on Wednesday whether the prime minister will be able to muster what is needed. 120 signaturesto present his proposal for a new constitution and thus remain in power until the end of his term. Even GERB admitted that this week is full of anticipation for news and that there will be some. However, it is not yet clear what the news will be: resignation or stay in power.

A protest action was organized in front of the building of the old Party House on Wednesday morning, where the deputies will sit for the first time. “Rise of the great people”, as a counterpoint to what was proposed by Prime Minister Boyko Borissov Great National Assembly and a new constitution.

“We will not leave until they leave power”announced the organizers of the action.

The police are gathering support from across the country in anticipation of a large-scale demonstration against the government and the attorney general. Images of columns of police cars heading to Sofia appeared on social media, but also cars with protesters traveling to the capital.

Meanwhile, the president Rumen Radev announced that he will address the people and deputies from the plenary hall. It is unclear how he will be received by GERB, whose government Radev defines as mutren and wants his resignation, while Borisov wants his.

The president hinted that the government was considering an option in which the government would resign, but would not lead to snap elections, and a cabinet of experts to complete the term by March next year.

“If the government resigns, a cabinet of experts should not be formed, because it will be nothing more than a puppet.”Radev said.

These unofficial scenarios are heard in circles around the GERB, but other versions come from there – some say there will be early elections, others – that there will be no resignation.

Two weeks ago, Borisov himself set the date of September 2 as decisive not only for his idea of ​​a new constitution, but also to some extent for the future of his government.

On August 14, he announced that he would resign if parliament approved the proposal. A few days later, Borissov also said what would happen if the 120 signatures needed to start the procedure were not collected: “On September 2, we have the opportunity to move forward, if the parties represented in parliament do not want to support and empower the people, then for me this parliament will be exhausted.”

Collecting signatures like “There is no here here”

In two weeks, however, Borissov managed to obtain only 104 signatures (GERB and NFSB) of the 120 required to start the procedure for a possible convocation of the Grand National Assembly. The other coalition partner, IMRO, continues to state that it will not support the GERB project unless it includes IMRO’s proposals for a new basic law.

The party’s leader and deputy prime minister, Krassimir Karakachanov, confirmed this on Tuesday, saying he hopes the issue will be clarified at a coalition council between GERB and United Patriots.

A few hours later, the information appeared in some media that IMRO had agreed to support the GERB project without establishing conditions. However, Karakachanov denied this in a deliberate statement. “There is no change in our position. IMRO will not sign the draft Constitution of GERB,” he announced on Facebook.

According to preliminary information, the GERB’s first job on Wednesday will be to meet with the leader of Volia, Veselin Mareshki, an hour before the plenary session to receive the signatures of its 12 deputies. So far, he has changed positions several times. Asked what is the final position he will defend in the negotiations with GERB, Mareshki commented to Mediapool that for him the subject was “boring”. Then he clarified that for now his last position is that “Will” will not deliver signatures for the beginning of the process, but his deputies will support the decision on the Supreme National Assembly, if there is one.

Mareshki also allowed him to change position after meeting with GERB.

GERB was supposed to hold a meeting with the six independent deputies of “Ataka”, but it was postponed.

BSP and MRF also announced that they would not sign.

On Tuesday morning, the prime minister said with certainty that all 120 signatures would be collected, which means that the negotiation will continue until the last moment, as usual, behind the scenes.

Even if the Prime Minister still collects the 120 signatures to start the procedure, it now seems clear that the Supreme National Assembly will not convene, because there is no way to collect the more than 160 votes required to vote the decision on the bill. .

BSP and MRF have already announced that they do not support the initiative, and all other MPs are 137. However, Borissov may decide to continue procrastinating on the grounds that he can convince individual MPs from both parties. For example, at the end of 2019, 27 socialists supported the election of former chief prosecutor Sotir Tsatsarov as head of KPKONPI, even though the party had decided to vote against it.

According to most opinions, the sole objective of the GERB is to save time and avoid the resignation of the government and early elections.

In all the turmoil around “X” day, when the answers await the outcome of the political crisis, the important question of whether the resignation of Justice Minister Danail Kirilov, author of the GERB project for a new constitution, will be accepted.
