The state will not compensate the owners of the vignettes, who due to the state of emergency and checkpoints in the country were unable to travel and use the national road network because they do not know how to compensate some without harming others, BGNES reported.
This was made clear in response to Finance Minister Vladislav Goranov to a parliamentary question.
“The Law of Measures and Actions during the State of Emergency, announced by a decision of the National Assembly on March 13, essentially does not define in any of its regulations a regime of non-payment of state tariffs, which include fees for the use of time-based road infrastructure. An important aspect of bullet loading is that this loading method is not related to the number and duration of each trip. The fact that the Law of Measures and Actions during the State of Emergency does not affect state tariffs, in our opinion, clearly shows the legislator’s will to guarantee in times of crisis the normal functioning of the state, critical infrastructure: rail, road, transmission and supply of electricity, water, as well as food supply and basic needs, which are delivered mainly on the national road network, “said the Minister of Finance.
Considering the virtually introduced measures regarding travel, it is clear that only travel for tourism, social contacts, culture, education and sports is limited, Goranov added. Those in the workplace, the provision of food and goods, as well as travel to care for the elderly, are allowed, the minister added.
As absolutely not all travel is completely restricted, the Ministry of Finance considers that there is no “feasible equivalent measure in the form of compensation for bullet holders that does not discriminate one group of road users over another”.
If there is a measure to compensate a product for time, this will not guarantee a level playing field for all affected groups of road users, for example, those who pay a vignette at a distance.
The purchase of annual vignettes during the first two weeks of the state of emergency has decreased more than four times, according to data from the Ministry of Regional Development and Public Works. The use of weekly and weekend bullets has tripled.
For the period of 13.03. to 01.04. 71,360 stickers were purchased annually, 988 monthly, 1,587 quarterly, 36,192 weekly and 9,140 weekend vignettes. For comparison, for the same period last year, more than 130,000 vignettes were sold annually, more than 15,000 monthly, 2,463 quarterly, almost 91,000 weekly and almost 30,000 vignettes on weekends.
The Ministry of Regional Development and Public Works should play a leading role in the compensation discussion, Goranov concluded.
