The state is preparing to cede the Georgi Asparuhov stadium to Levski, according to the government’s updated plan for concessions in the 2021-2027 period. The term of the concession contract will be 35 years.
The completion of sector A and the construction of three completely new sectors will be commissioned.
There was no such point in the government’s original January 20 plan. It was introduced after the update, and this coincides with the request of the owner of “Levski” Nasko Sirakov for state aid for the completion of sector A.
According to the document, two deadlines for the task will be written in the contract. No later than five years after its entry into force, the finishing works of the new existing grandstand (sector A) must be completed and the existing car park must be repaired and expanded. No later than ten years after signing the contract, the other three stands and a new parking lot must be ready.
Earlier this month, Sirakov said that he had asked Prime Minister Boyko Borissov for help in completing Sector A of the Georgi Asparuhov Stadium. According to him, this happened in the summer. In the early days of the new year, the Blues presented an official letter to the Council of Ministers, Borisov and the regional governor “asking them to give us money to complete not only the visor, but also sector A, because the sector was built” . eight years ago and it rains every time, “Sirakov said.
The owner of “Levski” said that Borisov “is the man who puts out all the fires in Bulgaria. I ask him to put out this one too. The amount is not so scary as to make a visor and finish the sector.”
Levski began modernizing his stadium in 2013, when Todor Batkov was still the owner. The target was then set after the complete rebuild of the facility to be ready in 2017-2018 and have 26,000 seats.
Many problems and delays followed, and “Levski” managed to finish only sector A, and not quite.
Currently, the club is in a difficult financial situation and debts in the millions, most of which are related to the construction of Sector A. Although he fights for the salvation of the “Levski”, the owner Sirakov often speaks of the need for a new stadium.
In 2017, there was controversy following an investigation by BTV, which showed that blues use “Georgi Asparuhov” without a contract and without paying rent. Then the Sofia regional administration, whose assets the facility is located on, stated that the state pays around BGN 80,000 each year for complex taxes.
Months ago, the government allocated BGN 37 million for the Botev and Lokomotiv stadiums in Plovdiv. “I don’t think Levski deserved less than Botev (Plovdiv) and Lokomotiv (Plovdiv), without trying in any way to affect these two clubs. On the contrary, admiration for being helped. I cannot accept, however, that Levski have something unfinished and 12 million levs of debt hanging from the club’s neck, “Sirakov said.
The state’s response
At Sirakov’s request, Dnevnik addressed questions to the Council of Ministers. The press service replied that the blues letter was forwarded to the Ministry of Youth and Sports.
