The Ministry of Education proposes to the Council of Ministers a new ordinance for the regulation of distance education in higher education institutions. The reason is that the old ordinance is from 2004, and second-year colleges are guided by the old texts, which are not in line with technological trends.
“Distance learning is done through digital technologies” is written in the new texts. Attendance periods cannot exceed more than 15% of the total number of hours in the curriculum, and not less than half of the textbooks must be available online, also regulated by the MES ordinance.
In addition to the experts from the ministry, representatives of the National Center for Distance Education and Veliko Tarnovo, Plovdiv, Ruse, Sofia, the Technical Universities and the Academy of Economics worked there.
“The current Ordinance was adopted in 2004 and has not been updated since then. The COVID-19 pandemic, as well as current trends in digital technologies, combined with strategic documents at the national and European level, determine the need to update the regulatory framework. framework for the realization of distance education ”, reads the motives of the Ministry of Education and Science.
The possibility of remote completion of semester and state exams and defense of diploma thesis by videoconference is also regulated. Higher education institutions must provide distance education on the basis of an appropriate distance education environment, which is part of their information infrastructure.
The ordinance requires that higher education institutions build, maintain and develop their information infrastructure to create, store, use and disseminate information and educational products, results of the institution’s activities.
