From 1979 to 1984 he was Deputy Commander of the Air Force for Combat Training in the Carpathian Military District.

From 1984 to 1987 he was Deputy Commander and then Commander of the Odessa Military District.

From 1987 to 1988 he was Deputy Commander-in-Chief of the Soviet Aviation Group in Germany. He then took over the 16th Air Army in the GDR.

From 1988 to 1991 he was the first deputy commander in chief of the Air Force Alexander Efimov. Then he took his place and became Deputy Minister of Defense of the USSR, Marshal Dmitry Yazov. He later served as Secretary of the Russian Security Council. He joined the Russian movement for democratic reforms of former Moscow mayor Gavril Popov, ran for parliament, but received only 4.08% in the elections with a 5 percent barrier.
