The constitutional judge, vice president of the Venice Commission and former prime minister Filip Dimitrov gave a landmark interview in which he defended the government and harshly criticized the protesters. He spoke to the electronic media transitionstories.eu, quoted by the Dnevnik website.
Late last year, the Venice Commission issued a lengthy report on Bulgaria, calling for a third consecutive appeal to end the inviolability of the Attorney General. The commission commented that Bulgaria needs to carry out a constitutional reform and a complete restructuring of its Supreme Judicial Council to address the issue of prosecution.
In his interview, Filip Dimitrov did not speak of the non-implementation of the recommendations of the Venice Commission, but of a “fierce negative campaign” against Bulgaria, which is being carried out not only at home but also abroad, ” by external forces of the EU and NATO “. It probably refers to Russia.
According to Judge Dimitrov, the protesting prime minister, Boyko Borissov, and the chief prosecutor, Ivan Geshev, serve precisely these outside interests.
“It almost turns out that the rule of law does not apply. This is something that, in my opinion, is more related to the interests of external forces towards the EU and NATO than with things in Bulgaria itself. Bulgaria, which is trying to play a stabilizing role in the Balkans is a thorn in the side of those who want to see the Balkans shaken, ”the constitutional judge said in a rare political interview.
He completely puts himself in the shoes of the chief prosecutor, stating that the judiciary can be influenced not by the rulers but by the oligarchs.
“There is also criticism of the application of the law. On the other hand, the claim that this is related to some control by the executive seems quite dubious,” Judge Dimitrov said.
The next question is who can influence the judiciary? He replied: “Factors that are unfortunately irresponsible. They are factors that are not related to the Executive Power.”
Question: Oligarchs? Dimitrov gives the short answer: – Yes.
Last year, Prime Minister Boyko Borissov personally admitted to bTV that he had done what was necessary to appoint the last president of the Supreme Court of Cassation. Borisov’s explanation was dictated by his dissatisfaction that the judge himself was not acting as expected.
Filip Dimitrov considers the oligarchs to be people who are not connected to the government, which is a complete refutation of the very concept of “oligarchs”, because they are impossible outside of government.
Filip Dimitrov repeats some of Boyko Borissov’s theses on freedom of expression:
