Viewer Eli, who in spring 2015 dramatically predicted that the heads of two blonde ladies of the judiciary (Rumyana Chenalova and Vladimira Yaneva) would drop, and the prediction sounds in a particularly popular recording, you can tell by today’s date that he knew . She predicted the near future of the “two khakis”, as the audio series is known, recorded by one of them and presented to the public.

Former Sofia city court judge Rumyana Chenalova is now just a revolutionary against the judiciary. On Monday, a five-member panel of the Supreme Administrative Court (SAC) announced its dismissal from the judiciary.

Back in 2015, Hristo Ivanov proposed that it be removed. From today

Chenalova appealed the proposal of the leader of today’s party of “democratic Bulgaria” Hristo Ivanov before the SAC. The case was heard twice by administrative judges and lasted almost 5 years.

“In my proposal, I put forward specific arguments. At the time, my actions were motivated and I see no reason to give them up,” Hristo Ivanov, who is now a politician, told 24 Chassa.

“In determining the disciplinary sanction, the seriousness of the violations, the form of the fault, the circumstances in which they were committed and the behavior of the offender are taken into account. The numerous violations mentioned in the proposal of the Minister of Justice, public importance and the high degree of affecting the public interest in the activity of Judge Chenalova, “wrote the SAC magistrates in their reasons. They also point out that the prestige of the judiciary has been damaged, and Chenalova has not criticized what has done.

Since the end of 2011, the name of this judge has always been accompanied by scandals. Nine years ago, he served his sentence in the Criminal Division of the Sofia City Court. The case of the double murder in front of the Sofia “Solo” nightclub, which is meters from the Palace of Justice, falls on her.

On December 9, 2011, Judge Chenalova and the panel chaired by her acquitted the accused of the murder of two young men, Ilian Todorov. After reading “Innocent”, the court released him from prison. The next two instances sentenced him to life in prison, but Todorov has already covered himself. He was declared wanted, but to this day he cannot be found.

In December 2014, in a television interview, then-French Ambassador Xavier Laper de Caban announced that there were “bad apples” in the judiciary in Bulgaria. His words resonate strongly in society. On the occasion of a bankruptcy case in the Commercial Department of the Sofia City Court, heard by Judge Chenalova.

It became known as the Belvedere case.

The case is generally as follows: two subsidiaries of the French Belvedere complain that their management has been taken over by a bankrupt administrator following an unfounded bankruptcy request. The companies claim that they had paid all amounts owed and claimed at the end of October 2014, but the case was not dismissed.

A new scandal occurs. In mid-April 2015, Rumyana Chenalova turned herself in to the police after conducting a nationwide search for an investigation into another of her cases as a judge in the Commercial Division. It belongs to OET – United Energy Traders against NEK. Chenalova is accused of a crime committed in the line of duty and a documented crime. According to the prosecution, he did not see any irregularity in the request and this had detrimental consequences for NEK, in addition, he modified the protocol.

The private company claims that NEK should pay him BGN 6.46 million. However, the company did not pay the state fee in the amount of BGN 258,396, according to the prosecutor’s office. However, Chenalova issued a security order for BGN 6.46 million in favor of OET – United Energy Traders, which led to the seizure of this amount from NEK’s accounts. Again in the same 2013, when it filed the claim, the private company increased its claim by another BGN 4.4 million, but again did not pay the fee in the amount of BGN 175,708. According to the indictment, Chenalova intended to provide benefits to the private company. in the amount of BGN 434,105, which is the unpaid fee.

Handcuffed, she entered one of the hallways where she had been administering justice until a few days ago. After a three-day stay behind bars, a bond of BGN 8,000 was released. This case is currently being heard in a special court.

In November 2015, Chenalova was dismissed from the judiciary by decision of the SJC. Then there were three motions against her for punishment, which were combined into a single disciplinary proceeding.

Two of them have five staff members each, and the third belongs to Hristo Ivanov. He made proposals for another 7-8 magistrates, but the SJC did not respect them. Ivanov claims to be the first justice minister to propose the dismissal of magistrates.

The violations were grouped into four groups: delay in procedures, violation of the Code of Ethics for Magistrates, damage to the prestige of the judiciary and failure to fulfill other official duties.

Chenalova appealed to the SAC.

His comments are at the height of the “Worm” scandal in early 2015. It was due to access to the information files of the Interior Ministry. Then Prime Minister Boyko Borissov described the talks as “neighborhood gossip” from “two khakis.” The investigation ended in April 2017.

First, a three-member panel from the SAC confirmed Chenalova’s dismissal, but the five-member panel returned him to the trial court. Therefore, in 2019, a second court ruled that Chenalova would be released from the judiciary.

“The level of moral and ethical awareness is expected to be higher among magistrates in view of the nature of their professional field: justice, and they can be expected to apply and observe higher criteria in terms of their own behavior and actions, professional and moral-ethical. It is indisputable that the actions taken, respectively the inactions of Judge Chenalova, do not meet these standards, and even the generally accepted moral, ethical, and professional criteria for work and behavior, “said the panel of five SAC members.

For several years, the former judge has also been a protester. She can be seen in protests against the judiciary, which has consistently criticized her television appearances.

“We are a free country, a democratic country, but everyone talks in some way,” said former Justice Minister Hristo Ivanov.

Therefore, Rumyana Chenalova has been a free revolutionary against the judiciary since Monday.
