Prosecutor Frantisek refused to be a very special boss

Prosecutor Dimitar Frantisek Petrov

The only candidate for head of the Specialized Appeals Prosecutor’s Office, Dimitar Frantisek Petrov, surprisingly withdrew from the procedure. On Friday he presented his refusal to the Fiscal Board of the Supreme Judicial Council (SJC), and the reasons are unknown. This is another dubious personal maneuver around a famous special prosecutor.

The name of the prosecutor Frantisek became especially known during the investigation of the Anti-Corruption Fund on the “Eight Dwarfs”, on which the prosecution launched an investigation.
Dimitar Frantisek was nominated by businessman Iliya Zlatanov as a participant in the corruption investigation and prosecution network, along with Petyo Petrov (the euro). Zlatanov publicly called the Special Prosecutor’s Office a specialized criminal group.

Dimitar Frantisek headed the Special Prosecutor’s Office in October 2018, but in May 2020 he resigned suddenly and without explanation. Next, Chief Prosecutor Ivan Geshev thanked him and explained the surprising resignation, saying that “a problem has arisen that prevents him from concentrating on his work as a manager.”

The position for which Dimitar Frantisek is running has been vacant for more than two years. During this time, three procedures to select a new leader failed.

In the first procedure, two candidates appeared: the then prosecutor of the city of Sofia, Emilia Rusinova, and the rebel investigator Boyko Atanasov. After two consecutive delays due to Rusinova’s illness, she finally withdrew. Unsurprisingly, Boyko Atanasov did not get a single vote in his support on the Fiscal Board. There were no candidates in the second procedure.

The third was the deputy chief of the Special Prosecutor for Appeal Nikolay Naidenov, the prosecutor of the Special Prosecutor Rosen Radev and the judge of the Specialized Criminal Court Plamen Evgeniev. At a later stage, Naidenov resigned, and the Fiscal Board did not please the other two candidates and announced a new procedure.

This led to the fourth failure with the refusal of Dimitar Frantisek Petrov.
