People with convictions and a ban on leaving the country will have a temporary identification card.

It will be issued by the units “Bulgarian identity cards” in the regional directorates of the Ministry of the Interior at the seat of the court that took the identity card. This is expected to put an end to justice leaks. According to the latest data, there are 609 fugitives. Until now, practice has shown that it disappears more frequently after a first or second instance sentence has been handed down. There are many examples: Petko Mitevski, accused of embezzlement of BGN 21 million, Evelin Banev-Brendo, Ilian Todorov, convicted of the double murder near the Solo nightclub, Galevi Brothers. They all covered up before their case reached the Supreme Court of Cassation, where appearing is optional.

The change is foreseen in a draft amendment to the regulation for the issuance of Bulgarian personal documents. It was presented to the Council of Ministers on December 18 by Interior Minister Hristo Terziiski.

The draft foresees that the temporary document is issued within 8 business hours, after the police receive the notification from the court that they confiscated the identity card. The convict will then be notified. A notification will also be sent to the court that confiscated the ID card. It will be kept at the district police addresses.

The change in the rules is necessary because there is a text in the Code of Criminal Procedure (CPC) that says that after imposing the ban on leaving the country, the court can revoke the identification card.

The idea actually dates back to 2018, but is only now being realized, although temporary ID cards were planned to be introduced in 2019.
