Some time ago, in an investigation by Vasil Ivanov, we told you how the sons of the mayor of Rakitovo municipality, Kostadin Holyanov, became rich, quickly and quickly, since he came to power. We show them a clear conflict of interest and how Shteryan Holyanov, son of the mayor of the municipality, earns from fuel with a proxy.
This was followed by a reaction from KPKONPI and a decision to confiscate part of the mayor’s property for more than BGN 37,000. Further signs of abuse for thousands of levies in the municipality and more disclosures of conflicts of interest followed. This one with the participation of the other son of Mayor Holyanov-Georgi.
AFTER THE NOVA INVESTIGATION: KPKONPI took over BGN 37,000 from the mayor of Rakitovo
In a NOVA investigation, Vasil Ivanov showed him how Mayor Holyanov signed a contract for the supply of fuel worth 350,000 BGN with the Petro 2016 EOOD company, whose manager is a representative. The same fictitious person authorized the son of Mayor Shteryan Holyanov to dispose of the accounts of a company with which he allegedly has nothing to do.
There were also signs of embezzlement of municipal funds and intertwining of interests between the mayor and his children’s companies. We decided to check it out. It became clear that Kostadin Holyanov’s other son, Georgi, was also working on his brother’s plan. And precisely through a proxy. We present you Petar Petrov. According to the documents, he is the owner of the company Peychinov Les. The same company cuts down most of the municipal forest.
It turned out that Petrov was the owner of Peichinov Les and at the same time worked in one of the workshops of the son of the mayor of Rakitovo-Georgi Holyanov and his company Kos Kol 1 EOOD. It is confirmed by the people of the municipality and beyond.
It is also clear that Peichinov Les has no workers. There is no property. There is no base, trucks and lumber. No, because the owner of “Peichinov Les” – Peter Petrov is a representative of the mayor’s son. A former employee of Georgi Holyanov’s company also claims that Petar Petrov is an employee of the mayor’s son’s company. According to him, Petrov is a boy for everything.
INVESTIGATION NOVA: How did the sons of the mayor of Rakitovo get rich?
Everyone in Rakitovo knows where Petar Petrov works, only Georgi Holyanov doesn’t. However, we have staff from whom it is clear how Petrov is working in one of his workshops. Our team also filmed how every morning they bring workers to the Holyanov company, with their cars.
We understand that Petar Petrov has been an employee of Georgi Holyanov since 2011. Seven years later, on February 14, 2018, he became the owner of the company “Peichinov Les”, which cuts down most of the municipal forest. According to our information, until October of the same year Georgi Holyanov continued to provide him as a worker in his company “Kos Hall 1” EOOD.
The timber harvested from the Petrov company is transported to the Georgi and Shteryan Holyanovi workshops. At the same time, the mayor of Rakitovo municipality does not know who is cutting down the forest or where the wood is going. Nor does he know Petar Petrov.
“I don’t deal with these things. There are auctions, they win the auctions …”, explained Kostadin Holyanov, mayor of Rakitovo municipality.
It is also clear that Peychinov Les won the project “For a better life in Rakitovo municipality” by more than 725,000 lev. For the purposes of the project, ten people from the same company must be hired. It also sells a garbage truck to the municipality, which costs almost BGN 80,000 and is currently out of service.
We also have timber transport tickets from the Executive Forestry Agency system for the transport of municipal forests, which are issued to Peter Petrov’s company – “Peichinov Les” EOOD. It happened while Petrov was insured in the company of the mayor’s son, Georgi Holyanov. The documents clearly show how all the wood traveled only to Holyanov’s company: “Kos Hall 1” Ltd. We also found a transport ticket, which shows that the buyer of the municipal forest is the company “Kos Hall-1” Ltd., owned by Georgi Holyanov, where the sale is direct, without attorney and without company, and this, according to the municipal councilors of Rakitovo, is a clear conflict of interest.
AFTER THE NOVA INVESTIGATION: KPKONPI checks the mayor of Rakitovo for conflicts of interest
According to the Municipal Forest Ordinance, the amounts and locations for logging can be used by decision of the municipal council. In the municipality of Rakitovo, however, the regulations are clearly outdated. We made a comparison with city council decisions, logging permits, and transportation tickets from the Forestry Executive Agency records and found a significant discrepancy in where it was decided to harvest wood and where it was harvested.
By law, the city council must first make a decision about what will be done and then the mayor must implement it. As president of the municipal council, he oversees the implementation of the decisions made by the municipal council. That is the law. It turns out that in Rakitovo they first cut down the forest and then voted a decision in the City Council to make this happen.
From a report from the municipality, as well as from the Forestry Agency system in logging permits, we see that another company has received an important part of the municipal forest. This is the company “Petro – 2016” EOOD, for which the other son of Mayor Shteryan Holyanov has a power of attorney to have his bank accounts.
A reference from the Commercial Register shows that the annual financial turnover of Kos Hall 1 EOOD, owned by Georgi Holyanov, has grown significantly since his father became mayor. Recently, through a bailiff, he bought a house for the modest sum of 370,000 BGN.
A signal has already been sent to the Attorney General’s Office and several other institutions for misuse of thousands of levies with the municipal forest and a clear conflict of interest. The Pazardzhik prosecutor’s office is working on another investigation by the Economic Police, again in Rakitovo. After the landfill in Rakitovo municipality was closed, the decision was made to transport the garbage to the landfill in Pazardzhik. However, the researchers found discrepancies with the courses, as well as roadmaps with unrealistic numbers written on them.
Despite inspections and investigation, we are currently finding that garbage in Rakitovo is not transported only to the landfill in Pazardzhik. Our staff proves it. Garbage is dumped in various places and more. They bury it.
