Next: appointment of doctors, time corridor for adults, early closure of establishments

Displacement of doctors by order of the Minister of Health; lift the quarantine for contact physicians; return of time runners for adult purchases; tightening measures for schools and restaurants. These additional measures and extension of the current ones are proposed by the Chief State Health Inspector Dr. Angel Kunchev due to the acute phase in which the coronavirus epidemic enters our country with more than 4000 new cases per day. The Health Minister said that they will be discussed at the level of experts and decide which of them will be included in his new order. According to the health authorities, there is no systemic chaos, but isolated incidents that come to light, but this does not mean that the system as a whole does not face the overload to which it is subjected. The Minister of Health, Kostadin Angelov, assured that our country has protective equipment and consumables for the next 6 months, medicines are delivered and with the reorganization of the last days additional hospital beds have been opened.

The state’s chief health inspector said he did not share the optimism of some members of the government and believed that additional measures were needed. According to him, it is urgent authorize the Minister of Health to segment doctors from outpatient hospital care to supporting colleagues. So far, calls for their voluntary inclusion have not yielded the desired result. In addition, Kunchev offers abolition of the 10-day quarantine for doctors who are in contact of infected: “We believe that medical contact personnel should be quarantined and remain at work after a negative PCR test performed at least on the third day of contact. This greatly reduces the risk of transmitting the infection and provides us with the opportunity to use this staff we really need “Kunchev explained.

Insists on thinking about Restrictions on the working hours of all establishments until 10:00 pm or 11:00 pm..

Another measure he proposes is limit office attendance to a maximum of 50% of staff.

Insist more in entire areas, 5th-12th grade students to continue their education online and after November 12, and to suspend extracurricular activities, even for the youngest students. All universities to move to distance educationAs an exception, it will only be done for medical students exercises.

Another suggestion is to return the aisles from 8 to 10 in the morning so that people over 65 shopping years are separated from others and thus protected as the most vulnerable.

“No systemic chaos”

According to Angelov and Kunchev, one cannot speak of chaos in the entire system, but of isolated cases that receive a public response.

“If I say that everything is perfect and that everyone receives absolutely timely help, I am probably not right. But currently 3,200 people are treated in hospitals in Bulgaria. They receive full medical care, including medicines that patients receive all over the world. It is very easy in the context of these 3200 people to have three with whom there was some misunderstanding. But this is 0.1% “Kunchev commented.

He reported that we are 17th out of 30 countries in Europe in terms of morbidity and fourth in the Balkan Peninsula. We are in 10th place in mortality in the EU and fourth in the Balkans.

Occupancy of hospital beds between 20% and 60%

The Minister of Health announced that 3,191 patients are housed in the country’s hospitals, of which 239 are in intensive care units. The national bed occupancy is approximately 30% of the total open space and varies greatly in different areas. For Sofia, with 3,000 open seats, it will fall below 30%. The worst situation is currently in Shumen, where 65% of the bed capacity is occupied and later today to make an organization on the spot will be one of Angelov’s deputies. Employment in intensive care units nationwide is approximately 20%.

In the capital there are 21,533 people infected by the coronavirus, of which 15,980 are receiving home treatment. The beds in Sofia for the treatment of the coronavirus are already 3,000, of which 250 are for intensive care. In moderate condition, 713 patients were admitted to the hospital. 107 are in intensive care units.

Hotels are a last resort rather than field hospitals

The Health Minister said that at the moment there is no need or plans to accommodate patients in hotels, Health Minister Kostadin Angelov said. According to him, the next step, if the situation gets complicated, is the transformation of entire hospitals in Sofia just for the treatment of the coronavirus. This will happen when 50% of the hospital capacity is filled.

Only after the exhaustion of hospital capacity, patients can be accommodated in hotels, as the hotels will be rebuilt and used instead of field hospitals, instead of making beds in corridors like “Arena Armeec”.

The police will deliver the quarantine orders

Angelov also announced that Interior Ministry employees will participate in delivering the prescriptions to RHI for quarantine. At this stage, according to Angelov, it is not necessary to mobilize the army to help in hospitals.
