New rules for cleaner cars come into force tomorrow – EU

The EU regulation on the approval and supervision of the motor vehicle market will start to apply tomorrow, announced the press center of the EC Representation in Bulgaria.

This new regulation, adopted in May 2018, renews and significantly reinforces the previous system of approval and market surveillance. It improves the quality and independence of vehicle type-approval and testing, increases inspections of vehicles already on the EU market and strengthens the overall system through enhanced European supervision.

The main elements of the new EU rules are:

– Independence and quality of pre-market testing: technical services testing and inspecting new car models will be subject to an independent audit based on strict criteria to obtain and maintain the status granted to them by the Member States. National type-approval authorities are already subject to peer reviews to ensure that the relevant standards are strictly enforced throughout the EU.

– Inspections of vehicles already on the market: The new framework also improves the inspections of vehicles that are already on the market and sold in local offices. From now on, Member States must periodically inspect a minimum number of vehicles and can now take precautionary measures against non-conforming vehicles on their territory without having to wait for the type-approval authority to take action.

– Monitoring at European level: in addition, the Commission can now carry out conformity checks of vehicles in laboratories or on the road. In cases where manufacturers violate type-approval legislation (for example, by using measuring and correction devices or submitting false declarations), the Commission can order an EU-wide recall and impose sanctions on these manufacturers up to EUR 30,000. in the car. Until now, only national type-approval authorities could impose such measures.
