The state company Avtomagistrali EAD received another order for more than BGN 1 billion without a tender. For BGN 1.08 billion, the company will design and build almost 66 km of the Vidin-Botevgrad highway in the section between the Makresh highway junction and the Montana ring road.
The Vidin – Botevgrad route is a priority project in the investment program of RIA and the Ministry of Regional Development and Public Works, as the modernization of the “Danube Bridge II” route will provide a fast and convenient connection between the roads ” Hemus “,” Trakia “and” Struma “. Currently a total of 62.6 km of the Vidin – Botevgrad highway is under construction. Last year work began on one of the most complex sections, Mezdra – Botevgrad (33 km) and Vidin – “Makresh” road junction (29.6 km).
The section between the Makresh road junction and the Montana city ring road, which Avtomagistrali EAD will build, is 65.8 km long and divided into 5 sections. Each of them will be the size of a highway, and two lanes will be built for traffic in the direction, an emergency lane, banquets and a dividing strip, and in certain sections with steeper slopes, the construction of a lane for trucks is planned. low speed. . The implementation period is different for each section: from 28 months to 32 months.
The award of the new millionaire contract to Avtomagistrali EAD is based on article 14 of the Public Procurement Law, in force since March of last year. It allows an exception to the rules of the law on public contracting powers. This can occur when a legal entity that is subject to control assigns contracts to the controlling contracting authority or to another legal entity controlled by the same contracting authority. Control of the highways is exercised by the sole owner of the capital, the Ministry of Regional Development, which is also the head of the highway agency.
Under this plan, Avtomagistrali received an order for the construction of the part of the Hemus highway from the Boaza crossing to the connection with the Ruse-Veliko Tarnovo highway (134 km) for BGN 1.3 billion and guaranteed another BGN 1.38 billion BGN for construction. the last almost 90 kilometers from the historic highway (from the connection with the Ruse – Veliko Tarnovo highway to the section currently under construction Belokopitovo – Buhovtsi)
In awarding the large contracts to Hemus, the criticism was that the state company did not have the capacity to handle them, which in turn required the use of subcontractors. Under this construction payment scheme, this means spending a considerable amount of budget money in a non-transparent manner, arguing that this is done to avoid appeals, which generally stop and delay the implementation of such projects.
In addition, Avtomagistrali received a contract to strengthen landslides, landslides and collapses in the national road network for 2020 and 2021, worth almost 500 million lev. The company last came public this week after it became clear that it would repair the Trakia stretch between Chirpan and Stara Zagora at a higher price than during construction of the stretch.
At the end of 2019, Avtomagistrali EAD underwent a restructuring. After him, three areas of work emerged. The first is related to ongoing road repairs and maintenance. The second deals with the construction of the new sections of Hemus.
