The implementation period is different for each section: from 28 months to 32 months.
The award of the new millionaire contract to Avtomagistrali EAD is based on article 14 of the Public Procurement Law, in force since March of last year. It allows an exception to the rules of the law on public contracting powers. This can occur when a legal entity that is subject to control assigns contracts to the controlling contracting authority or to another legal entity controlled by the same contracting authority. Control of the highways is exercised by the sole owner of the capital, the Ministry of Regional Development, which is also the head of the highway agency.
