Mothers of Maya Manolova and “patriotic” member of the CCA motivate BSP and MRF to resign from Karayancheva

Tsveta Karayancheva explains her actions during the mothers’ occupation in front of the deputies.

It is necessary to discuss 80 signatures in plenary, but the opposition does not gather enough to withdraw it

The BSP and the MRF are preparing a joint attempt to remove Tsveta Karayancheva from the parliamentary presidency.

The two parties are currently writing separate reasons for the resignation, but will eventually coordinate and submit the request together.

80 signatures are needed to start the removal procedure for Karayancheva according to the rules of parliament.

The BSP will build its motives around the scandal with the mothers of “The system is killing us” at the entrance of the National Assembly last Wednesday. Then the mothers of children with disabilities and Nikola Vaptsarov entered the building. After a disabled child was denied access to the bathroom, they said they would not leave parliament until the prime minister resigned. Maya Manolova joined them. Finally, the NSO removed the protesters from the building.

Karayancheva is failing to fulfill her duties as speaker of parliament to provide citizens with access to the building, the Reds say. Their detailed motives should be discussed this week.

The MRF motivated its request for Karayancheva’s resignation by saying that “voluntarily or involuntarily” it did not allow the plenary hall to consider a signal from a citizen for the incompatibility of one of the members of the CEC. The signal was sent twice in a year and Karayancheva sent it to the Commission for Combating Corruption, Conflicts of Interest and Parliamentary Ethics, which in turn wrote to KPKONPI. However, Sotir Tsatsarov’s commission did not verify the incompatibility, but only the conflict of interest, and therefore replied that there was none, sources told “24 Chasa”.

However, according to the MRF, the signal should be considered in plenary. The movement sent several letters to Karayancheva with this insistence, but she replied that she had sent the signal to the right person and thus a debate, and so far it has not taken place.

The movement’s attack is due to adjunct professor Tanya Yosifova, who is at the CCA after being nominated by the NFSB. The law does not restrict the teaching of CEC members, the problem was that he was the head of the Private Law Department of the UNWE Law School, which is now Yosifova’s second job, and the CEC members they are not entitled to one.

The tense relations between the MRF and the GERB in Kardzhali were also mentioned as the reason for the movement’s attack on Karayancheva. However, an inspection of 24 Chasa showed that the operation of the plant surprised the local structure of the MRF. The reason – in recent months there have been no GERB actions in the Kardzhali region to increase the degree of tension. Relations between the two party headquarters in the region can be described as cold and distant. During the last term, there was no strong opposition between the two parties. Even during the electoral campaign for the last local vote, a serious escalation of tensions was lacking, although the elections for mayors and councilors in the area have aroused the greatest passions.

Once the two political forces have resolved their motives, the working groups will discuss them. So far, the talks have been conducted only at the management level and without details.

However, Karayancheva’s request for resignation has no chance to go through the plenary hall, the accounts show. BSP has 78 deputies and MRF – 25, which ensures 103 votes. They do not expect the support of Volia’s opposition or the independents. And for the proposal to be approved, 121 deputies are needed to support it. This time the GERBs are sure that there will be no voluntary resignation, as was the case with Dimitar Glavchev.

In the new history of the National Assembly, only one president was removed earlier than expected by vote, and that was Professor Ognian Gerdjikov in 2005. The others left voluntarily.
