The Moldovan Prosecutor General’s Office has launched an investigation against the monopolization of the lottery business in their country. This was reported by Moldovan sites.
In practice, the investigation is against the creation in 2016 of conditions, including lobbying and licensing legislation in favor of companies related to Vasil Bozhkov, which monopolized the local market.
Vasil Bozhkov’s “National Lottery” in Moldova in the first year reported revenue of 500 million Moldovan lei (about 50 million lev), a huge amount for a country with a population of 2.5 million.
Last year, the Moldovan tax authorities launched an investigation against the National Lottery.
From the Moldovan websites it appears that today the country’s chief prosecutor, Alexander Stoyanoglo, gave a briefing in which he announced that a case of monopolization of the lottery business had been initiated. Prosecutors were investigating actions that damaged the budget and dubious schemes.
He said that according to a contract between the state and the private companies that had the “National Lottery of Moldova”, the state should receive 75% of the income and the private partner, 25%.
In reality, however, the state received 11.4% of the revenues and the private partner 89.6%.
Prosecutor Stoyanoglo noted that from October 1, 2018 to May 2019, lottery tickets were sold in Moldova for 325.98 million lei. Of these, the Moldovan National Lottery received 39.5 million lei and the private partner received about 81.5 million lei, Stoianoglo estimated.
