In relation to the additional rules introduced by the British authorities for the application of the requirements to move from Great Britain to France, the Ministry of Foreign Affairs reported on the most important things Bulgarian carriers need to know.

We remind you that to leave the UK for France, drivers must take a rapid antigen test for COVID-19. Failure to comply with this requirement will lead to refusal to travel to France.

The following information and services are provided at these locations designated by the UK Department of Transport:
– the rules and documents necessary for the movement of goods between the UK and the EU;
– a free check of readiness to cross the border to make sure that drivers have the necessary documents to cross the border into the EU;
– help to verify that the truck meets the requirements to cross the border.
All HGV drivers crossing the UK-EU border via the Port of Dover or the Channel Tunnel must meet the requirement for a Kent Access Permit (KAP), taking into account tracking :
– applying for a permit to enter the Kent area verifies that truck drivers have the necessary documents to cross the border between the UK and the EU through the port of Dover or the Eurotunnel;
– an authorization to enter the Kent Area (KAP) is not required if the truck weighs less than 7.5 tonnes or leaves the UK from another port;
– As of January 1, 2021, heavy truck drivers must have a KAP to travel through the Kent region to the Port of Dover or the Eurotunnel and from there to the EU. This is a requirement of the British authorities, with the aim of confirming in advance that drivers have the necessary documents to control imports into the EU;
Who needs permission to enter Kent, UK (KAP):
– You need KAP if the truck falls for the following two reasons: the UK exit is from the Port of Dover or the Eurotunnel and the truck weighs more than 7.5 tonnes. The permit (CAR) will be required even if the truck does not transport goods or if it only carries mail;
– Each permit is valid for 24 hours. You need a new permit every time the truck leaves the UK;
– The truck driver can be detained and fined up to £ 300 for entering Kent if he does not have permission to enter Kent, as well as for submitting a false declaration when traveling to Dover or Eurotunnel.
Who does not need a permit to enter Kent, UK (KAP):
– You do not need a Kent Access Permit (KAP) if: the truck weighs 7.5 tonnes or less and if you are not leaving the UK from the port of Dover or the Channel Tunnel without transport in these directions, and you are only driving a truck to across or into the Kent area, or drop off a trailer to be hauled across the border.

The application for permission to access the Kent area is done online. To obtain the permit, it is necessary to confirm that the driver has the necessary customs and export documents before the trip and, upon request, confirm that the truck meets the EU import requirements. The application procedure takes about 5 minutes.
If the truck does not meet the requirements to cross the border, instructions will be given on how to obtain the necessary documents. If the correct documentation is available, the Kent Area Permit (KAP) will be emailed. Drivers must have the license in electronic format (in the form of email received), as well as a hard copy. The permit is valid for 24 hours only and the driver must enter Kent and cross the border within the period specified on the permit. If the driver arrives at the border before or after this 24-hour period, he must apply for a new permit.
