The repair of the Trakia road from the Chirpan crossing to the Stara Zagora crossing costs BGN 89 million each way, and not as announced a year ago, BGN 60 million, because it is a longer section and for valuable works. and materials at market prices, said today the Minister of Regional Development and Public Works Petya Avramova within parliamentary control.

His comment was on the information that the renovation will cost more than the construction of this part of the road in 2003-2007. For the repair of 52 km of “Trakia” only in the direction of Burgas, 90 million BGN will be paid, which is equivalent to 1.7 million per kilometer per direction at an average of 1.35 million BGN during the construction of the section .

The minister said that initially it was planned to repair the highway from 168 to 208 kilometers, while now it has been decided to travel another 12 kilometers (from kilometer 156). Avramova said the previous price was estimated, while the current one is in the valuation of an approved technical project, developed on the basis of market prices for materials and labor.

He indicated that 70 million BGN will be delivered for the repair of the highway and that they will be assumed by the state company “Autopistas”. The replacement of the guardrails will cost BGN 15 million, and the amount will be for the company “Jupiter 05”, selected after a procedure under the Public Procurement Law. Also following a procedure under the Public Procurement Law, Smolyan-based Mikoni OOD and DZZD Iztok Smart will share BGN 4 million for new road signs and horizontal markings.

The repair of the broken section began on October 5, and initially between 156 and 168 kilometers (from the “Belozem” road junction to the “Orizovo” road junction) in the direction of Burgas, where there is currently no speed limit and it is less compromised. During construction works, traffic circulates in both directions on the Sofia road.

The renovation of the section is expected to take approximately one month, as only re-asphalting will take place without building a new base. Interestingly, although it was built between 1995 and 2000, it is in better condition than the later section (in 2007) of the road between kilometers 168 and 208.

Subsequently, work will begin on a new piece of the 52-kilometer section. When this happens will depend on the weather. When the repair of the highway to Burgas is completed, the highway to the capital will be repaired next year.

The bad news is that the plans for the repairs to Burgas to be completed in three months will not be fulfilled.

The roads already had capacity

In response to a question from BSP MP Zhelyo Boychev, Petya Avramova noted that the state-owned Avtomagistrali, which received contracts worth more than BGN 4 billion a year for the construction and repair of highways and roads, has the capacity to cope. “New people are constantly being hired, there are machinery and equipment,” he added.

His comment was on the occasion of the allocation of “Motorways” for major repairs of the 52-kilometer stretch of the “Trakia” motorway in the Stara Zagora district.

Petya Avramova never responded to the question whether and why the Public Procurement Law is being circumvented, as this repair was assigned to “Autopistas” under a maintenance contract. According to Boychev, this is a violation of the law, because the entire contract, which is for a period of 4 years, is worth 49 million BGN, while only the renewal of half of the repaired section is worth 89 million BGN BGN.

MP: the state controls itself

The contract with Avtomagistrali was signed on August 30, 2019 after an open procedure under the Public Procurement Law for the maintenance of Trakia in the districts of Sofia, Pazardzhik, Plovdiv and Stara Zagora, Avramova added. In response to another question, he pointed out that the control over the quality of the repairs will be carried out by the territorial structures of the RIAs (regional administrations of roads) and, if necessary, by the Institute of Roads and Bridges. The repair warranty is three years. However, according to Zhelyo Boychev, this decision will lead to the RIA, that is, the state, controlling itself.

At the end of last year, Avtomagistrali EAD was restructured, with three separate work areas. The first is related to ongoing road repairs and maintenance. The second direction deals with the construction of the new stretches of “Hemus”, and the third has the task of strengthening the landslides, landslides and landslides in the national road network. Meanwhile, information came out today that Avtomagistrali EAD will build 65.8 km of the Vidin – Botevgrad highway on the stretch between the Makresh highway junction and the Montana ring road. The contract is worth 1,083 million BGN.
