As of January 1, 2021, the right to personal assistance will be held by people with disabilities who have TEMP greater than 70.1% and with the right to outside assistance, as well as children with disabilities greater than 90%. 214.6 million BGN for personal assistants is set in the budget for next year. This was announced by the Minister of Social Affairs, Denitsa Sacheva, who presented a draft of changes to the Personal Assistance Law. In addition, a further BGN 85 million has been allocated under the Social Services Act.

Until now, assistance was provided only to children with more than 90% disability, as well as disabled adults with more than 90% TEMP and the right to foreign assistance. Thus, as of January 1, however, the circle of users will increase and the right to an assistant will be held by people over 18 years of age with a TEMC decision between 70.01 and 89.99% and some foreign aid .

Since January 1, the Personal Assistance Law established the right to personal assistance for more than 670,000 people with disabilities, regardless of the type and degree of disability. This assistance did not have to be limited in hours, that is, the personal assistant could be available to any disabled person 24 hours a day. However, estimates have shown that this could cost more than BGN 30 billion, which is why it was sought to propose amendments to the law. Also, it would be difficult to find 670,000 attendees as of January 1.

“The Personal Assistance Law continues to apply. We are making changes to make it more applicable. Assistants will continue to work on employment contracts. With the increase in the minimum wage of 730 BGN, each assistant will receive 930 BGN for an 8-hour workday.” . Sacheva explained.

By the end of this year, some 80,000 people are eligible and just over 1/3 of them have wanted to use personal assistance. The number of users is 31,556 people, and only 2,551 of the current contracts are for children under 18 years of age.

“There must also be changes in terms of control. The quality of services must be guaranteed,” explained Deputy Minister Adriana Stoimenova.

“We keep everything that existed until now and expand the scope. We give additional money through the Social Services Law,” Sacheva explained.

3% of the personal assistance budget for next year will go to the municipalities to pay the people who do all the administrative work under this law. Now they received no funds under it. According to an analysis by the Social Assistance Agency, there should be greater control over the service provided. They also received curious signals: the assistant and the disabled person are located 300 km from each other and even in different countries, and that the assistants become regular students or elderly and sick people of the users of personal assistance.

Thus, the municipalities will already have the commitment to monitor the quality of personal assistance. Until now, the controls have consisted of regular on-the-spot inspections of people with disabilities. If there are violations or incorrect data is found, the aid will be suspended for half a year.

Assistants will also need medical attention to get a job, and the goal is to be able to show that they can care for someone with a disability.

Since the beginning of the year, nearly 250,000 people have requested individual evaluations.
