Citizens will be able to report a single electronic platform for a hole in a road, a missing railing or any other irregularity on the road. Will accept any information that jeopardizes road safety. This is provided by amendments to the Highway Act, which have been posted for public discussion. They have been prepared by the Ministry of Regional Development and the State Road Safety Agency.

Access to the platform is free and unlimited, says the project. The rules for the use of the platform will be drawn up by the president of the State Road Safety Agency and will be agreed with the Board of Directors of the Highway Agency.
After each signal received, road managers are obliged to publish information on the measures they have taken in this regard.
The bill introduces new road safety procedures and details existing ones. They will be of five types: evaluation of the impact of road safety, audit of road safety, comprehensive assessment of road network safety, periodic and specific safety inspections.
The State Road Safety Agency will also be responsible for preparing the first comprehensive safety assessment of the Bulgarian road network. In fact, the texts transpose an amendment to the European directive of the end of October 2019 on the management of the safety of road infrastructures.
It is envisaged that safety procedures will be mandatory for the Trans-European Network, for highways and first-class roads. Follow-up road safety audits, assessments and inspections are mandatory for all roads built with European funding, even if they are rural.

It is possible to carry out these procedures on second and third class highways, as well as on the municipal network. They can also be applied to the streets of the settlements, if their owners so decide, the project provides.
The changes require the creation of a registry of certified auditors to conduct road safety audits. In this way, each of the institutions that administer the highways will be able to entrust the procedures to qualified persons.
The first comprehensive road safety assessment must be carried out before December 31, 2024. Based on its results, the State Road Safety Agency will present a report on the road safety classification to the European Commission before October 31. 2025
The Road Law also amends the Road Traffic Law. Most of them regulate the rights and obligations of the State Road Safety Agency and its president.
