The state company Avtomagistrali is building the Hemus highway with 40 workers hired by contract. The rest are owned by companies contracted through framework agreements for the construction of the highway. This is understood by the response of the Minister of Regional Development and Public Works Petya Avramova to the deputy of the BSP Georgi Svilenski.

In the last two years, the state has sold “Autopistas” through so-called internal acquisition contracts for more than BGN 4.5 billion. The largest of these is the completion of the Hemus highway between Sofia and Varna for more than BGN 2.7 billion over 225 km.

During one of his inspections in the summer, Prime Minister Boyko Borissov announced that approximately 4000 people. From Avramova’s answer it is clear that at “Autopistas” they are employed with a labor contract. 381 employeesand the company owns 355 machines and equipment for the implementation of infrastructure projects. The data is from the end of November 2020.

This means that the remaining 3,700 workers belong to the companies contracted with a framework agreement for the construction of the first three sections in which they work, from the Boaza road junction to the Pleven / Lovech junction. The major constructors are AB from Haskovo, Hydrostroy and Inzhstroyengineering from Varna, Hemus Highways from Sofia and Patinzheneringstroy-T from Targovishte. Separately, some 15 more contracts have been signed with suppliers of construction materials and machinery, it was clear from the company’s response to Mediapool.

Across all sites Avtomagistrali works with 460 companies – 405 contracts with partners – contractors and 60 contracts with clients for the supply of materials and rental of machinery, Avramova recently answered another question from Svilenski.

Superbulldozer and drones

Part of the state funds generously poured into “Highways” went to the purchase of equipment, is clear from Avramova’s new response.

Figuratively speaking, almost every employee hired at a state-owned company owns a car, dump truck, or bulldozer.

Already last year, Avtomagistrali boasted of having bought “a super-excavator that can go over a tank and eat rock like sand.”

The company also has 114 trucks of up to 30 tons, two crawler excavators, one wheel, eight combined and two mini excavators, four rollers: two of 16 tons, one of 19 tons and one of 22 tons, and 17 trucks with cranes. on board.

Heavy machinery includes four-wheel loaders, a heavy-duty tractor with a trailer for loads up to 45 tons, and a tractor with a trailer for loads up to 30 tons.

The company also has a specialized machine for the construction of Kramer bridges, as well as three drones. Most likely, they will be needed not only for photos of the terrain, but also to report on the progress of the construction of the sites.

“Autopistas” also has a large fleet of cars – 53, most likely it can ensure the rapid movement of its leaders. It also has 27 light vans (5 + 1 seats on board).

Engineers almost as much as accountants

There are almost as many engineers in the company as there are accountants, and 41 workers in road construction and maintenance, it is clear from Avramova’s response about employees at “Autopistas” with an employment contract.

Another 9 highway engineers, 3 for inverter control, 9 construction engineers and 6 electrical engineers have been appointed.

At the same time, there are 20 expert accountants. There are also six “accountants”.

There are 11 more surveyors and 1 geologist in the state company.

The number of technical directors is impressive: 37.

Most specialty truck drivers (probably for dump trucks): 162.

Another 20 are employed as drivers of road construction machines: bulldozers, excavators, rollers, wheel loaders.

There are 34 electrical substation operators and four are electricians. There are 9 more auto mechanics and four technicians – mechanics.

Autopistas also has a legal advisor and a system administrator.

Payment: no summary can be made

In addition to these employees, the company has entered into contracts for the implementation of specific activities such as blasting, drilling and other activities, which require specialists with the necessary qualifications and experience. How many are these contracts and at what value did Avramova not indicate in its answer?

It ensures once again that all “Toll Roads” contracts are executed in compliance with the provisions of the Public Procurement Law, in the terms of art. 14, para. 1, point 6 of the Public Procurement Law or by carrying out the procedures provided for in the law.

In cases where there is a subcontractor under contract, this will be indicated in the tender submitted by the company. In other cases, “Autopistas” carries out assigned activities with its own resources, added the regional minister.

The company has entered into contracts for the supply of materials and rental of construction equipment, depending on the location of the projects, in order to ensure the adequacy of the costs of their implementation.

The obligations of the contractors under the contracts are related to the supply of construction equipment and machinery, as well as the delivery of the necessary quantities of materials.

As the contractual relationships are for short periods of time and for different activities it is not possible to make a summary of what they were paid. Payment for rented mechanization is made on the basis of a full number of machine shifts, Avramova clarifies.
