However, government estimates have shown that this could cost more than a billion, and it would be difficult to find so many personal assistants. Therefore, even now the change in the law will practically broaden the circle of aid beneficiaries, including people with TEMC decisions between 70.01% and 89.99%, but it will not be for all those who need it.
“Just think: there are many cases in which people with more than 50% disability are completely independent and do not need that help. But there are people who need it and do not have 50% disability. I give an example: a person is falls, a femur breaks, someone has to take it to work, there is no relative in the family to support it. We make it impossible for this person to receive assistance. The law broadens the circle of those who are entitled to personal assistance with the group, which has TEMC decisions between 70 and 90% with foreign assistance. “Tens of thousands of Bulgarian women are currently working as personal assistants in Greece, because the minimum wage there is 1,200 BGN,” said BSP MP Anton Kutev. He stressed that if it was accepted that the coefficient was higher at the beginning, we would have adequate attention and willing assistants.

The number of hours of personal assistance will be given according to the Individual Assessment Methodology based on four levels of dependence on intensive support. According to them, for the first grade, the person will be entitled to 25 hours of personal assistance per month, for the second grade – up to 42 hours, for the third – up to 84 hours and for the fourth – up to 168 hours.
