Were there social activities aimed at people in need and were they accessible to everyone? We ask that question after today’s online briefing at the Plovdiv Municipal Crisis Headquarters. In it, the Deputy Mayor for European Policies and Social Affairs, Anesti Timchev, reported on the appropriate successes in the social sphere during the state of emergency. This is what Mr. Timchev said:
“Thanks to the good coordination and quick actions of the Municipal Crisis Headquarters and the coordination provided by the Mayor of Plovdiv Mr. Zdravko Dimitrov, I think that an exceptional social activity was carried out for this period. I want to say some figures:
The first stage of the public dining room “Hot Lunch” with more than 2100 people engaged has ended. We have continued the “Hot Lunch” program with 250 people who are in a particularly difficult situation for the next 33 days.
We have created a unique registry of users and citizens who need social services to prevent abuse of social benefits and actions.
In addition to that, we implemented a very good system for the work and the unification of volunteers together with the Bulgarian Red Cross, with the training “Plovdiv 112” and we implemented the participation of more than 600 volunteers, who during the state of emergency attended more than 4,000 applications from people in serious condition. .
At the same time, together with the mayors of the regions, under the organization of the municipal crisis staff, we managed to stop the work of the kindergartens and nurseries to carry the products that were loaded there and without being discarded, within their period of guarantee, to be distributed throughout the chain of “Social Patronage”.
I want to mention two other things that are the emblem of Plovdiv:
We were approved by the MLSP and the Social Assistance Agency to develop sponsorship care in the next Area 3 with 1013 new people. Along with the 560 that we have under Address 2, patronage care will be provided to more than 1,500 people in Plovdiv. This is an extremely serious organization, carried out under the leadership and management and coordination of the Mayor of Plovdiv, in the field of “Social Policy. This is extremely important.”
Immediately after the declaration of the crisis, we established a Coordination Center with two telephones, through which more than 2,000 calls were passed to citizens in dire need. This Coordination Center, as the Mayor of Plovdiv said, went to the Plovdiv Municipality Unified Telephone to attend to citizens with all their questions even after the crisis.

We do not question the facts in what Mr. Timchev said. But the signal from a reader made us think. Here is the letter:
“Dear publishers, I am writing to you because you are the media of the people of Plovdiv, which always impartially reflects the injustices in our city.
For the past 3 years, my mother has been eating under the “Hot Lunch” program, which stopped on April 30. Plovdiv municipality officials informed me that the program will last only 250 people. So far, approximately 2,000 people have eaten under the same program. As my mother is not among these 250 people and nothing in her social situation has changed, I asked her why she was not included, I found the conditions on the Internet and discovered that not only the 100% compliant, but strangely, I will only include 250 people for the entire city, not 1,200, since the program allows s – 200 for each of the 6 regions.
I quote item 2 of the Objective Program – “Municipalities or regions of municipalities can apply for financing, according to Article 10 of the Law of Administrative-Territorial Organization of the Republic of Bulgaria” and respectively item 6 indicates the maximum number of users compared to residents of the municipality or region.

Whether due to incompetence, incompetence, ignorance, or all three, but the leadership of the Municipality of Plovdiv in the person of Deputy Mayor Anesti Timchev did not take full advantage of the grant funding under this program, which left 1,000 people without food in these difficult and terrible times In all the media we read about the intention of the Municipality to reduce costs and update the budget due to the reduction of income, and here, due to the complete incompetence of a deputy mayor, we did not take advantage the money we urgently need.
Do you know how important it is for an adult to cook food every day? Did you know that many older people do not cook to save electricity that they cannot afford? Do you know how to live with a minimum pension? … Perhaps for the vice mayor these problems are not on the agenda, after all a few months ago they increased their salary, but for my mother it is a lot. I will not leave her, but once again I am convinced of how ruthless and incompetent the officials are. I hope that the mayor is a more dignified person and does not allow this person to continue deciding the fate of the poor in the city. “
And we await an official response from the Municipality of Plovdiv as to why the “Hot Lunch” program has been reduced.
Society and socially weak people in Plovdiv expect Mr. Timchev to step down tomorrow! Everything else would be a joke by Mayor Zdravko Dimitrov with the poorest residents of Plovdiv.
