“The national recovery and sustainability plan has been prepared by experts from the Council of Ministers and the Ministry of Finance. This first version will be sent to the European Commission. This is not a final version of the document. The stakeholder consultation process is even more important than the document itself. I don’t know when the health risks will disappear, but this plan will be implemented in the second half of next year. It is not a rapid response to deal with a pandemic, but a response oriented to consequences. This year, around BGN 1 billion were redirected to support measures for the health system. The funds for the next response are in a completely different instrument, called React-EU, which is worth BGN 1.3 billion. This is additional funding under the existing operational programs and is the fastest response option for dealing with the crisis as well as for redirecting funds from the operational programs. The National Recovery Plan aims at economic recovery by creating long-term preconditions for growth and reforms. There will also be measures for the additional qualification of the doctor. All measurements can be complemented. This document must have a clear political framework, focused on the challenges we have now and those we will have in the next six years, added the Deputy Prime Minister.
