Initiate a procedure for the immediate removal of the construction at the “Iskar” State Hunting Farm. This is the opinion of the Directorate of Construction Control of the Municipality of Sofia about the building, built in the summer by a company from Rumen Gaitanski-Valka near the east coast of the Iskar dam.
An inspection ordered by the Supreme Administrative Prosecutor’s Office following a Facebook report by Councilor Vladislav Panev, co-chair of the Green Movement and Democratic Bulgaria, carried out by the Pancharevo region, found that there was no building permit, no approved project or supervision of construction. .
The demolition will be carried out by the company “Bio Mining” AD, which is indicated as the executor of the construction in the statement of findings of the “Pancharevo” region of September 28. This stipulates art. 225a of the Law of Land Management (SPA), specified in the opinion of the control of construction of the municipality of Sofia.

The mayor of the region Nikolay Gyurov, appointed by the civil association “For Pancharevo and Kokalyane”, sent notification letters to all parties of the disputed construction on October 13, the Department of Architecture and Urbanism (NAG) told Dnevnik of the municipality of Sofia. In addition to the contractor company – “Bio Mining”, it is also the Southwestern State Enterprise – Blagoevgrad, which manages DLS “Iskar”. The letters describe the infractions found: lack of building permit, lack of approved design, lack of construction supervision.
With the letters sent, the removal procedure is activated and within 7 days after receipt the builder “Bio Mining” AD has the right to file an objection.

Dnevnik asked company management for comment. As there were no telephones in the public records, a reporter went to an official address. When asked how they would comment on the construction at DLS “Iskar”, an employee contacted management by internal phone and then said “the boss does not want to comment.” As a clarifying question, he left the impression that he was talking about Rumen Gaitanski.
Another employee later explained succinctly that “Bio Mining manager (Zdravko Andreev) is currently on leave and there is no one to comment.”
It is common practice for the perpetrator to hide in such proceedings so as not to receive the notification letter and therefore postpone the start of the 7-day period, an administrative law specialist explained to Dnevnik.
In the instruction for the removal of construction, issued by the director of the arch “Municipal Construction Control”. Ralitsa Mihailova, it is stated that it will be for the order of art. 225a of the Law of Land Management (SPA). After the 7-day period, if there are no objections, the mayor of the Pancharevo district must issue a demolition order, which will specify a deadline for voluntary execution by the construction company itself. If she refuses, the municipality will forcibly remove the building, and then the bill will be paid by the author of the illegal construction, by the supervision of the construction (in this case there is no) and by the designer, stipulates the Law of Territorial development.
A procedure is currently underway to notify the findings of the violations, and after that the administrative file will continue legally, NAG Construction Control told Dnevnik.
