ACTS Post opinions with a wide range of perspectives to encourage constructive discussion.
It is increasingly difficult to comment on the actions and statements of Prime Minister Borissov. The reason is more medical and refers to the state of “confusion”. Confusion is known for unusual behavior, which causes a profound alteration in the life of the sufferer and in the lives of others.
Symptoms include false beliefs, disorganized thoughts and behaviors, emotional indifference / ambivalence, and hallucinations. The affected person detaches himself from reality, lives in his own world, loses contact with what is happening. The worst thing is that he doesn’t know it, but everyone else knows it.
The penultimate verbal statement (at any time may appear below) of the Prime Minister is on the occasion of his praised strengthening of the road to Rila Monastery, which was covered with stones with the first rain: “A colleague in parliament spoke today on the way to Rila Monastery. And this time we didn’t. It was made by the communists. You can easily say that it was washed away, right? But everyone knows how much rain has fallen, how difficult it is to maintain such facilities and how difficult it is to recover right now. I don’t see why dramatic conclusions can be drawn from a natural disaster. “
This is what the man said, and he is deeply convinced that he has rubbed the noses of the critics and won the hearts of the people.
REMINDER
In 2010, Borissov declared: “One hundredth of what Todor Zhivkov built for Bulgaria and what has been done over the years to achieve economic growth for the state would then be huge growth for any government.” He says it after a match in Italy.
More than once later he repeated: “What Todor Zhivkov built, today we cannot paint alone …”. I don’t know about paint but a huge renovation was done and a lot of drawers overflowed …
Dr. Borissov, – the address is like this because the Prime Minister has not yet returned his party card for a member of the Communist Party of Bulgaria, – Bulgaria is ranked 93rd in the quality of roads according to the Global Competitiveness Index. The total number of countries evaluated is 137. Before us are Tanzania, Botswana, Honduras, Zambia, Mali, Jamaica, Cape Verde, Ghana, Sri Lanka and others. In another ranking, Bulgaria is ranked 129th out of 144 countries. In terms of road quality, we are firmly at the bottom.
THE MONASTERY
The monastery “Saint John of Rila” was built on the site of a former fast house in 927 – 941 by Saint John of Rila the Wonder Worker in the Rila Mountains. The king at that time was Peter I, son of Simeon the Great. When the fame of Saint John of Rila caught up with him, he traveled the entire distance of 450 km from the capital Veliki Preslav to Rila to meet him. Pass through old Roman roads and new ones built by Bulgarian rulers. The communists have not yet emerged.
ROMAN ROADS
Long before the construction of the first monastery building and the appearance of Saint John of Rila and his disciples, the Romans built thousands of kilometers of roads in the Balkans, including present-day Bulgaria.
Its location is shown on Poettinger’s historical map (Tabula Peutingeriana). The Romans built 4 types of roads: via publica (“city street”), via militaris (“military road”), via vicinalis (“provincial road”) and via privata (“private road”)
Here they are built mainly via militaris and via vicinalis. The communists, Borissov, have nothing to do with this.
CONTEMPORARY HISTORY
Until Unification in 1885, the roads in Bulgaria were under two different administrations due to the division of Bulgaria. In 1882, with a princely decree № 463, the Ministry of Common Construction, Agriculture and Commerce was established, to which the roads were subordinated. That same year the Municipal Roads Law was approved. On October 8, 1882, through Decree 736 of Prince Alexander I, the Draft Law for the Construction, Repair and Maintenance of Roads, drawn up by the Ministry of Agriculture and Food, was submitted to the State Council for consideration.
Roads are divided into three categories: state, county, and inter-village;
State roads are subdivided into first and second class highways;
Supreme supervision of roads is exercised by the ministry.
In this way, it was known who was responsible, controlled and responsible for the roads. Than today, others. Borisov, it is not possible, and your partner Nankov is probably deceiving you, it is okay to travel like a “suitcase” in the jeep. In addition to being loyal, it is not bad to be capable and responsible …
ONE MORE THING
Before 1944, governments maintained and repaired the road. In the period from 1944 to 1989 it was repaired several more times. The communist and longtime first party secretary, and later the mayor of Blagoevgrad Lazar Prichkapov, even had a plan to turn the Rila Monastery into a complex like Mount Athos.
So, comrade, comrade Borisov, you may have had good intentions to strengthen the path, but Nankov and the rest of the chain have left their hands. Everyone had to be punished now. But what if a portion of the millions spilled fills someone’s drawers?
And the rains are something special. When they fill the dams, they save us from the water regime, Borisov praises them. When hundreds of millions of roads and sidewalks collapse due to poor work, rain is a terrible bastard. Shit and pig (rain) …
