We do not know how the aforementioned consortium decided to execute the contract and whether they have declared subcontractors to the contracting authority. In case the contracting authority had any special requirements for the performance of the contract, these requirements should have been specified in the tender documentation and in the contract. ABUSE OF EUROPEAN FUNDS

Regarding the misuse of the European Structural and Investment Funds (ESI Funds), I would like to inform you that the European Commission has requested information from the Management Authority of the Bulgarian Ministry of Economy, which is responsible for managing the Operational Program “Innovation and Competitiveness “2014 – 2020 (OPIC). The managing authority provided information that, following audits by the Bulgarian authorities, it had detected significant irregularities in project BG16RFOP002-3.001-0252-C01. As a result, the managing authority imposed a 100% financial correction on this project and on seven (7) other projects from the same call for proposals and the same research. The managing authority has also transferred the files to the Bulgarian National Prosecutor’s Office. Furthermore, the managing authority of OPIC is currently investigating the irregularities in the grant agreement BG16RFOP002-3.001-0155-С01 with the beneficiary NOVA STROY TEAM EOOD. It is currently in the process of implementation.

As for Caro Trading Ltd., after its signal of irregularities, the Managing Authority has launched an investigation and will carry out inspections in lieu of the relevant projects.

Finally, with regard to Interprom, in 2019 the corresponding support contract for the Operational Program “Innovation and Competitiveness” was terminated and no amounts have been paid.
