This is what Stamenov told our media:
“I would like to present the development of the case with the video that I shot with the traffic police in Asenovgradsko Shosse. It is correct and fair to present the situation objectively, not just the negative side.
The purpose of all my action is to set an example and publicize how the police should not and should not act in a civilized European country.
I decided to refer the case to the highest local level and contacted ODMVR – Plovdiv by phone. More precisely with the secretary of senior commissioner Yordan Rogachev, wishing for a personal meeting with him. The secretary of the senior commissioner Rogachev explained to me very kindly that due to the anti-epidemic measures there is currently no reception time, but to explain what is the case for it to be delivered. I explained to him in general and he assured me that he would hand it over to Mr. Rogachev and get in touch with me.
It is true that at first I did not believe that I would receive attention of such a high level. I was wrong. The next day I received a call from ODMI that Senior Commissioner Rogachev was informed about the case and wanted to provide his evidence and more information about the case, evaluating my active civil position. These were words that his secretary gave me.
I described the situation by email.
Within a maximum period of half an hour I received another call from Mr. Rogachev’s secretary, informing me that he had read the video and the case and again thanking the vigilant civilian position, ordering an investigation of the case, the chief of the Plovdiv Traffic Police reported personally You also got acquainted with the materials provided by me and a link to the article with the video.
I kept insisting on a meeting with the chief of the traffic police. ODMI fully cooperated stating that I had been notified and would welcome me at their reception.
I thanked them for their kind European attitude and continued my working day. Less than 10 minutes after my last conversation with the secretary, I received a new call from her, informing me that they had identified the police officers who had been filmed, officers from the Plovdiv Regional Police Department 5 and, if desired, they They would contact me, Chief Inspector Ivan. Chochkov to arrange a meeting with him.
I said I had a wish and they contacted me right away. Another good impression on the phone. Extremely friendly and civilized attitude of Cap. In sp. Chochkov – something ordinary citizens are not used to, unfortunately.
The meeting was organized and carried out. I was admitted to Ch’s office. Inspector Chochkov, who listened to me, became familiar with my materials and my position, and also informed me that an investigation into the case had already been appointed.
I admire this Bulgarian policeman, his attitude towards an ordinary citizen and his intelligent and European thinking. The meeting lasted a long time, and every minute I was more and more delighted and pleased that there were such people in leadership positions in the police force.
I was assisted in everything related to the legal procedures to accept my objection and complaint. I felt like a European in a civilized country, with a civilized administration.
I still wanted to meet with the Chief of the Traffic Police, as I have a few things to say to him and I believe that feedback from citizens is important to Chiefs of Police. Ch. Inspector Chochkov personally arranged a meeting with Chief En sp. Venelin Mladenov for today 14.10
In conclusion, I would like to express my gratitude to Senior Commissioner Yordan Rogachev, Chief En sp. Ivan Chochkov and Ch. In sp. Venelin Mladenov for the European and civilized way of working and communicating with citizens.
With such a management there is hope to change the image of the Bulgarian police and acquire a European level. I will also say. that I have no connections with the police and I am very pleasantly impressed that an ordinary citizen can pass alone, through the order of the channel and be treated in a European way, as is fair in a state governed by the rule of law. “
