Interview about Plovdiv24.bg with Rosalia Gineva, director of the Territorial Division of the National Institute of Social Security-Plovdiv.
– Mrs Gineva, what do the data on the unemployed indicate since the start of the coronavirus crisis and the state of emergency? Has the number of people registered as unemployed increased and, as a result, have benefits been received?
– Yes, we have growth. In March it was 25%. In the same period last year, 6,100 people received benefits, while in the current period 7,700 people received benefits. We have a large number of launched and registered during the first 15 days of April.
There is an increase in benefits paid: in March, BGN 2.2 million was paid, and this year, BGN 4.4 million for the entire Plovdiv region. The highest sum is due not only to the largest number of people receiving benefits, but also to the highest earnings, which exceeded BGN 1,000.
– Can you tell how many citizens of Plovdiv and the district have sought information about their social security rights on the hotline?
– To compensate for the state of emergency, the National Social Security Institute offers alternative forms of communication. We receive many inquiries by email as well as the cell phone that has been revealed. No less than 250 citizens have sought information on short and long-term insurance rights: benefits and pensions.
– How many citizens have received a PIC from the NSSI and is there an increase in those who want to receive a PIC since many of the electronic services are accessible through it?
– Last year, we issued 300 personal identification codes for the quarter. Now we issue 200 codes in one day and additionally we have 200 requested information services. Since the beginning of the state of emergency, we have issued 2015 numbers. PIC and about 15 more. by electronic means with a qualified electronic signature. Having a personal identification code saves time; people do not wait in queues and the physical distance requirement is respected. The greatest desire for a PEC is also due to the ability for unemployed people to register electronically at job offices and track their status.
– What do your records show? Is there an increase in hospital records? Have you detected any cases of abuse and what is the mechanism to verify their authenticity?
– There is also a growth in hospital records. In March it is 6 percent, from 30,000 to 32,400, and since the beginning of April the increase is around 8%. More troubling is the fact that we have signs of pressure from citizens to visit doctors for sick leave as their employers force them to go to the hospital. This required an increase in our experience and the number of disputed hospital records increased twice.
We also verify anyone with out-of-town statements. We have found cases where people who have to go home to the hospital during the holidays have traveled with a statement.
– Many readers ask us if the NSSI program for prevention and rehabilitation will start this year.
– The budget of the Social Security Institute for 2020 includes 20 million for prevention and rehabilitation. A competition for the application and implementation of the program was announced, but due to the state of emergency it was suspended. For citizens, the procedure will begin when the epidemiological situation changes and hotels start operating.
“And a question on the subject of the coronavirus. How many Plovdiv and district retirees are recalculating pensions?
– An official recalculation of pensions was made from January 1, 2020 to 20,700 people. In addition, we have already recalculated some 4,000 working retirees. In other words, a total of approximately 25,000 people.
