Excluding VAT and tariffs on goods to combat COVID-19, extended export bans

The medicines, medical devices, and personal protective equipment necessary to combat COVID-19 are exempt from import taxes and VAT. This was decided by the Government by amending Decree No. 75 of 2007.

This is related to Decision no 2020/491 adopted by the European Commission on April 3, 2020 on the exemption of import duties and VAT on imports of goods necessary to combat the effects of the pandemic.

The authorities that supply these products logistically will be exempt from import duties and VAT. Exempt assets are not allowed to be used for any purpose other than combating the effects of the COVID-19 pandemic in 2020, according to a government statement.

A change to another 2020 ordinance broadens the scope of the export ban without the permission of disinfectants and their derivatives and protective equipment. It includes medical devices that, by their purpose, provide adequate personal protection. These include disposable coveralls, disposable medical and surgical masks, safety glasses, gloves, and latex / nitrile hoodies.

Without the inclusion of these medical devices in Decision No 159 of the Council of Ministers, there is the possibility of exporting them in a regulated manner to third countries. This could put front-line workers at risk of being left without adequate protection.
The decision clarifies the restriction imposed on the export of disinfectants and their derivatives, and covers proven disinfectants (biocides), that is. those that have been placed on the market in accordance with regulatory requirements. Disinfection products, biocides are subject to authorization according to national and European legislation. The health ministry authorizes the marketing and control of biocides, the government press service said.
